North Carolina's Republican-dominated legislature is moving to strip powers from the state's incoming governor, Democrat Roy Cooper, three weeks before he is to succeed a Republican in the executive mansion.

Lawmakers on Thursday began debating a bill to require Senate confirmation for cabinet appointments, reduce by 1,200 the number of state employees the governor can hire and fire at will, and eliminate the governor's power to pick University of North Carolina trustees.

The legislation and related bills came as a surprise, filed late on Wednesday on the heels of a special "lame duck" session of the General Assembly called to consider relief for Hurricane Matthew victims.

Cooper, to be sworn in on Jan. 7 after defeating incumbent Republican Pat McCrory by 10,000 votes last month, said the proposals are aimed at holding him back.

"Most people might think that this is a partisan power grab, but it is really more ominous," Cooper said at a news conference in Raleigh on Thursday. "This is about thwarting the governor's ability to move us forward on education and healthcare and clean air and water."

Cooper, currently state attorney general, said his office is reviewing the proposals and will sue if lawmakers approve any measures he believes are unconstitutional.

McCrory's office did not respond to a request for comment on whether he would sign the legislation.

Republican lawmakers called the changes justified by the state's constitution. Senate confirmation hearings were held earlier in the state's history, they said.

"This bill is a good step forward in reasserting legislative authority vested by the constitution and entrusted to the members of this body," Representative David Lewis, a Republican and a sponsor of the bill, said during a debate on Thursday.

A House of Representatives committee, in an unrecorded voice vote, advanced the bill on Thursday, as about 100 people gathered at the legislature to demonstrate against the proposals.

The Senate debated a separate measure that would weaken the governor's control over the state elections board, changing it from a five-member panel appointed by the governor to an eight-member panel with only half the members appointed by him.

Protesters who chanted "You work for us" and other slogans were cleared out of the Senate chamber after legislative leaders said they were disrupting debate on the bill.

North Carolina, the ninth most-populous U.S. state, has been roiled by sharp political divisions. The state voted for Democratic presidential candidate Barack Obama in 2008 and then turned to the right, electing McCrory in 2012 and Republican super-majorities in its state legislature.

The state became a target of boycotts by companies, musicians and sports leagues after it passed a law this year restricting bathroom access for transgender people in government buildings and public schools.

This is the same state where the incumbent republican governor refused to accept the election results and demanded a recount.

So there's quite a few questions and speculations.

But the favorite speculation of all is this: if the republican governor would've won reelection, does the state legislature still try and pass a bill stripping power away from the governor position?

We all know the answer to that.

Well to be fair, the election was within 5000 votes out of almost 5 million... the margin of victory was less than .1% So I would think that a recount in that instance was fairly justified.


Of course they wouldn't have.. State Republicans look like a bunch of bumbling fools... proposing this at the last minute, right after the final election results were announced... what a bunch of maroons.

Cooper won, it was very close.. but he won. Republicans need to accept that. Despite the national reputation of outgoing Gov. McCrory over HB2, he did a lot of good things for this state... but I don't think Cooper is a bad guy and considering the fallout from HB2, I'm surprised it was as close as it was.

Time to move on down the road and try to work together to get some stuff done... and this is a very poor way to signal that is what you want to do.

This kind of stuff is why people hate politics.

It may be, technically, legal ..... but it looks really sleazy.

This is why nothing gets done in politics. Do Reps really think Dems are going to be gracious and cooperative in the future now? Hell no. They're going to be just as petty as the result of this.

There are way to many idiots on both sides.

This isn't about the future, it's about the past. The democrats in this state have a long and sordid history of doing things EXACTLY like what is being done to them right now.

Spin it how? I've already said I'm opposed to them doing it. But I've I understand why they did it. And I am also sick and tired of whiney ass members of both parties complaining when the things they do, are done back to them. Either stop doing it, or live with it. In this case, the whining is coming from the democrats.

One day, maybe 100 years from now. Conservatives are going to say Liberals started civil unrest with BLM first too.

(d) Democrats promised they would shut down the government in fall 2005 unless President Bush came up with a way to “pay for” his unfunded $400 billion Medicare Part D prescription drug program. The shutdown was averted only when federal dollars for its permanent risk corridor program ware slashed.

(e) In December 2002, Senate Democrats refused to confirm Tom Ridge or any Bush selection to head the new Department of Homeland Security unless civil service protections were restored for DHS employees.
