I don't doubt that. I just think that shows that no matter how a government acts towards us, that's no indication how some of its citizens act towards us. The Saudi government are our friends. Yet some of its citizens were involved in the 9/11 attacks.
I believe that governments in the region that are our enemies have citizens that would be our friends.
But I agree with you that it's simply too difficult and risky trying to figure out which is which.

I agree and I also think it was a lot easier to tell the difference between a Nazi, German Soldier and a German civilian back in WWII.
Nazi's were fanatical.
German Soldiers thought they would win.
German citizens, especially Jews, just wanted to get the hell out of Germany.
