He's directly guilty of trying to de-fraud an investigation because he was trying to influence the presidential election. He's the one that purposely changed the wording in the Clinton report, went soft on Hillary when he interviewed her, and let his bias interfere with his professional job.

LOL. His text between his girlfriend and him were personal, and he is allowed to have his opinions. I can tell you right now, just about everyone in your life with any authority has opinions, from political leaders to law enforcement. Part of the job is to not act on those but to act in a way fitting the job. As far as I could see, he did. Trump however has not.
1. Bias is clearly present, his text messages demonstrate that he was against Trump and "wanted to stop him." Over his dead body that he would make Hillary Clinton look bad or actually bring charges against her.
2. The guy worked under Comey and was part of the email investigation against Clinton. He was in charge of many responsibilities. Gee.... why would we want someone who has clear bias doing that kind of work....

As for changing the wording, laying that on Strzok is pure conjecture. I run an office full of people who report to me. I tell people to do things all the time. While there would be some accountability if one of my reports changed something, the real responsibility would lie with me. The same applies with Comey.

Lastly, it is quite literally impossible to operate without bias. Bias is not always bad either. Detectives run into bias all the time. They review evidence, interview suspects or persons of interest, and those will create inferences. Those inferences often become biases. This bias can be detrimental if the inference is wrong, but it can also be beneficial if the inference is correct, as it can help uncover avenues for new clues. It's a popular dart to throw at someone to say "they are biased" but in reality what you should be saying is you disagree with their view.
I think it's a good thing to shake up the powers that be who think they are invulnerable to punishment. It send an important message to the lower ranks that they need to work on restoring the integrity and fairness of the investigations they do. Senator Graham must have forgot the bit were Papadopoulos seemed to be on a mission for the Trump Campaign when he told and Australian the Russians had dirt on Hillary. The campaign was then a suspect. You don't tell the suspect.

Misconduct that is easily demonstrated will not affect morale negatively. It should even boost it. If however, a CEO fires a manager for vague reasons like "shaking things up" or "I think they think they are invulnerable to punishment" then that will do nothing but breed resentment in the organization.
