(Bloomberg) -- Defense Secretary Jim Mattis announced his resignation on Thursday, citing differences over policy with Donald Trump, a day after the president abruptly called for the withdrawal of American forces from Syria.

In a two-page letter to the president, Mattis laid out his convictions on the value of U.S. leadership in strategic alliances, including the North Atlantic Treaty Organization and the 74-nation coalition to defeat Islamic State.

“Because you have the right to have a Secretary of Defense whose views are better aligned with yours on these and other subjects, I believe it is right for me to step down from my position,” Mattis said in the letter to Trump released by the Pentagon.

Moments earlier, Trump announced the news on Twitter, saying that Mattis would be the latest senior official to leave his Cabinet and that the former Marine general would be “retiring, with distinction, at the end of February, after having served my Administration as Secretary of Defense for the past two years.” Trump said he would name a new Pentagon chief “shortly.”

Mattis was one of Trump’s first cabinet picks after the 2016 election. He was long seen as a force for stability in foreign policy in an administration that has had to manage crises from North Korea to Syria under a president who prides himself on his unpredictability. But like other senior national security advisers, he was believed to have pushed back on Trump’s decision this week to abruptly withdraw American troops from Syria.

After Trump said he’d nominate Mattis for the top Pentagon job, the late Senator John McCain hailed him as “one of the finest military officers of his generation and an extraordinary leader who inspires a rare and special admiration of his troops.” Short and wiry with a brush-cut haircut, Mattis was known as the “Warrior Monk” and sometimes as “Mad Dog,” a nickname he disliked as much as Trump loved invoking it.

At the Pentagon, he followed a succession of defense chiefs -- Ash Carter, Chuck Hagel and Leon Panetta -- who each lasted about two years in office.

Defense Spending Surge
Beyond his reputation as a voice for stability in military and foreign policy, Mattis may be best-remembered for overseeing a surge in defense spending. The fiscal year 2019 military budget of more than $715 billion bore his imprint and was seen as fulfillment of a key campaign pledge by Trump, ramping up spending for weapons systems including Lockheed Martin Corp.’s F-35 jet and new aircraft carriers built by Huntington Ingalls Inc.

“He managed to secure large budget increases for the Pentagon while simultaneously dissuading the president from withdrawing troops from the wars in Afghanistan, Iraq and Syria, as he advocated during his campaign, and in fact convinced him to step up efforts in these areas,” said Rob Levinson, a defense analyst with Bloomberg Government. “He sought to increase the Pentagon’s ‘lethality’ and tame its sprawling bureaucracy and associated costs, but the jury is still out on whether these efforts have made any real difference.”

Mattis found himself on the defensive after excerpts from author Bob Woodward’s book “Fear,” published in early September, painted the publicly taciturn Pentagon secretary as critical in private of the commander-in-chief.

According to Woodward, Mattis pushed back early in 2018 when Trump questioned the massive U.S. military presence on the Korean peninsula, asking why the U.S. was spending so much.

‘World War III’
“We’re doing this in order to prevent World War III,” Mattis said, according to the book. He went on to tell associates that the president had the understanding of a “fifth or sixth-grader,” according to Woodward. It also quoted the secretary as saying that defense chiefs “don’t always get to choose the president they work for.”

Mattis was one of the first top administration officials to deny the book’s claims.

"The contemptuous words about the President attributed to me in Woodward’s book were never uttered by me or in my presence,” Mattis said in a Sept. 4 statement. “While I generally enjoy reading fiction, this is a uniquely Washington brand of literature, and his anonymous sources do not lend credibility.”

But Trump’s most direct public criticism of Mattis followed the book’s revelations.

“I think he’s sort of a Democrat, if you want to know the truth,” Trump said in an interview on “60 Minutes” in October. “He may leave. I mean, at some point, everybody leaves. Everybody. People leave. That’s Washington.”

He walked that back a bit in November, telling reporters who asked if would remove Mattis after the midterm election, “no.”

Mattis was a defense secretary of few words in public. Asked in a May 2017 interview on CBS News about what keeps him up at night, Mattis responded “Nothing. I keep other people awake.”

But he occasionally let slip an intemperate remark during his military career. In 2005 during a speech in San Diego, Mattis was quoted as saying it was “fun to shoot some people,” that “it’s a lot of fun to fight,” and “it’s a hell of a hoot.”

Even before he took charge of the Pentagon, Mattis and Trump were in sync in their views on Iran. Mattis called the Iran nuclear deal reached under President Barack Obama “an arms control agreement that fell short” and labeled the regime in Tehran “the single most enduring threat to stability and peace in the Middle East.”

Mattis wasn’t always in lockstep with Trump. Like other foreign policy officials in the Trump administration, he spoke out against Russia’s meddling in the 2016 campaign and its actions in Syria and Ukraine. The National Defense Strategy published during Mattis’s tenure sought to focus U.S. strategy toward “great power” relations with Russia and China, putting less emphasis on the fight against terrorism that came to dominate U.S. thinking after the Sept. 11, 2001 attacks.

In an administration infamous for leaks and turmoil, Mattis’s reticence to create controversy generated extra scrutiny the few times he appeared to subtly criticize the political climate in the U.S.

In August 2017, video surfaced of Mattis telling troops in Jordan that the U.S. “has problems that we don’t have in the military. Just hold the line until our country gets back to understanding and respecting each other.”

Trump credited the blunt-talking Mattis with getting him to rethink his campaign pledge to revive waterboarding, an interrogation tactic used against suspected terrorists that Obama had banned. “He said, ‘I’ve always found, give me a pack of cigarettes and a couple of beers and I’ll do better,”’ the president-elect recounted to the New York Times.

Mattis retired from the military in 2013 after a 41-year career in the Marines that took him from rifleman to head of U.S. Central Command.

A native of Pullman, Washington, Mattis had more than 30 years’ experience in the Middle East, where he first deployed in 1979 as an infantry company commander. Later he led the North Atlantic Treaty Organization’s transformation office and rewrote -- along with Army General David Petraeus -- the military’s counterinsurgency field manual. He was one of few military officers who identified U.S. economic debt as a national security issue.

Senate Majority Leader Mitch McConnell, a Republican of Kentucky, issued a strong statement following the resignation of Defense Secretary James Mattis, saying he is "particularly distressed that he is resigning due to sharp differences with the president on these and other key aspects of America's global leadership."

His statement echoes Mattis' resignation letter when stressing the importance of maintaining US alliances.

"I believe it's essential that the United States maintain and strengthen the post-World War II alliances that have been carefully built by leaders in both parties," McConnell said in his statement. "We must also maintain a clear-eyed understanding of our friends and foes, and recognize that nations like Russia are among the latter."

In Mattis' resignation letter he said, "while the US remains the indispensable nation in the free world, we cannot protect our interests or serve that role effectively without maintaining strong alliances and showing respect to those allies."

Like McConnell, Mattis also name-checked Russia: "It is clear that China and Russia, for example, want to shape a world consistent with their authoritarian model gaining veto authority over other nations' economic, diplomatic, and security decisions to promote their own interests at the expense of their neighbors, America and our allies."

Trump's decision to pull troops out of Syria — which analysts say is a boon for US adversaries, Russia, ISIS, Iran, and the Syrian regime — was reportedly the last straw for Secretary Mattis. Kurds in Syria, US allies in Syria, are furious about the withdrawal, as they fear a Turkish incursion.

"So I was sorry to learn that Secretary Mattis, who shares those clear principles, will soon depart the administration," McConnell continued.

WASHINGTON ― Senate Majority Leader Mitch McConnell (R-Ky.) said he is “particularly distressed” over the resignation of Defense Secretary Jim Mattis, who announced Thursday he would be leaving early next year after irreconcilable policy differences with President Donald Trump.

“I believe it’s essential that the United States maintain and strengthen the post-World War II alliances that have been carefully built by leaders in both parties. We must also maintain a clear-eyed understanding of our friends and foes, and recognize that nations like Russia are among the latter,” McConnell said in an unusually blunt statement on Thursday evening.

“So I was sorry to learn that Secretary Mattis, who shares those clear principles, will soon depart the administration. But I am particularly distressed that he is resigning due to sharp differences with the president on these and other key aspects of America’s global leadership,” he added.

McConnell’s statement is a rare public expression of disagreement with Trump. The Senate GOP leader avoids critiquing the president and almost always declines to answer questions about Trump’s numerous controversial statements and blistering attacks against foes, including special counsel Robert Mueller.

It’s clear that the resignation of the retired Marine general, who was one of Trump’s first Cabinet picks, rattled even Trump’s staunchest defenders on Capitol Hill, however. What added to the consternation was the list of grievances Mattis detailed in a remarkable letter Thursday, in which he said he and Trump had differing views on countering Russian and Chinese authoritarianism, as well as the utility and importance of alliances across the globe.

“Because you have the right to have a Secretary of Defense whose views are better aligned with yours on these and other subjects, I believe it is right for me to step down from my position,” Mattis said in the letter.

Mattis was also reportedly incensed by Trump’s decision this week to unilaterally and abruptly withdraw U.S. troops from Syria, a move lawmakers fear will allow the self-described Islamic State to thrive and cause further instability in the region.

In his statement, McConnell urged Trump to nominate a replacement for Mattis who agrees with Mattis’ worldview.

“It is regrettable that the president must now choose a new Secretary of Defense. But I urge him to select a leader who shares Secretary Mattis’s understanding of these vital principles and his total commitment to America’s servicemembers,” McConnell said.

While many Republican lawmakers on Capitol Hill echoed McConnell’s comments about Mattis’ resignation, expressing alarm about the direction of the administration’s foreign policy in the Middle East, retiring House Speaker Paul Ryan (R-Wis.) issued a statement that offered only praise for the Pentagon chief.

“The House is indebted to Secretary Mattis for his service,” Ryan said Thursday. “With our country’s defense in his hands, we have become a safer America at home, and a more commanding force abroad. His patriotism and grit are matched only by his humility and graciousness.”

2:25 p.m.

Turkish President Recep Tayyip Erdogan says the United States decided to its withdraw troops from Syria after he reassured U.S. President Donald Trump that Turkey could eradicate the remnants of Islamic State group from the country with just logistical help from Washington.

Addressing a business meeting in Istanbul Friday, Erdogan said Turkey would work on plans to conduct operations to eliminate both IS and Syrian Kurdish militants from the region.

"We will be working on our operational plans to eliminate IS elements, which are said to remain intact in Syria, in line with our conversation with President Trump."

"We will adopt an operational style geared toward eliminating (Kurdish militia) and (IS) remnants," he added.

Erdogan welcomed Trump's troop withdrawal decision, calling it "the clearest and most encouraging statement" from Washington. He said however, that Turkey remained cautious citing "negative experiences of the past."

A senior Kurdish politician has called on France to play a stronger role in Syria following the withdrawal of U.S. troops from the country.

Ilham Ahmed also says France as a NATO member has a moral obligation to prevent Turkey from attacking Kurds.

Ahmed was in Paris on Friday as part of a delegation for talks on the planned U.S. military withdrawal from Syria as well as Turkey's threats to launch a military operation against Kurdish forces in northeastern Syria.

Speaking to reporters following the meeting, Ahmed said the Kurds may have to withdraw from the front lines with the Islamic State group in eastern Syria to deploy along the Turkish border following Turkish threats.

Turkish Foreign Minister Mevlut Cavusoglu says his country welcomes the decision by President Donald Trump to withdraw U.S. troops from Syria.

Cavusoglu spoke Friday during a visit to Malta in comments that were broadcast on Turkish television. His comments were the first official reaction to the U.S. decision to pull troops out.

The minister spoke of a need to coordinate the withdrawal with the United States and said all countries need to be vigilant toward the remnants of the Islamic State group.

He also warned that the withdrawal should not create a vacuum that could be filled by terrorist groups.

Cavusoglu said the international community needs to focus on a "political process" for the future of Syria.

The German government says it wasn't consulted by Washington before the United States announced the withdrawal of U.S. troops from Syria.

Government spokeswoman Ulrike Demmer told reporters in Berlin on Friday that Berlin would have appreciated prior consultations.

Demmer said the U.S. decision could affect the dynamics of the conflict, adding that "much remains to be done" for a final victory over the Islamic State group.

She said the United States is an "important ally" but declined to say whether Germany considers it a "reliable" one, too.

German Defense Ministry spokesman Jens Flosdorff said the decision has no immediate impact on Germany's aerial surveillance missions over Syria.

I think the funniest part of all this was Erdogan basically saying “stay out of Turkey’s way” as a means of a bargaining chip to get concessions, and Trump immediately capitulating with a “yes, sir, Mr. Erdogan, would you like to use my back as a footrest?”

It really is bizarre- if you ask these posters why they don’t like Obama, you’ll almost always get some response saying that he was “weak”. Which is fine, there’s an argument to be had there.

My comment was about how politics works in America. The general cycle of it all. No single party can ever stay in control long enough to inflict their will. Each will control things for a short time until their warts surface. Then the American people go the other direction.

It wasn't meant for or against either side but more to the fact that power in our nation runs in cycles and neither party controls things long enough to keep their ideology in tact for very long.

1) 24 hour cable news network no one watches but elderly people making a mountain out of a molehill to fill time
