WHY NOT INSTITUTE MY PROPOSED RULE CHANGE, Which simply is,
False starts from a line of scrimmage less than the 3 and a half, = a safety.
it really wouldn't change many games but it would make things more interesting.

So would chopping off someone's hand for holding. I would remove facemasks from helmets to make it more interesting. It would also eliminate the facemask penalty, although I suppose the league would come up with a penalty for "nose-holing".
