I'm almost positive that what they're talking about with those number of credit checks are checks by agencies trying to extend credit (or that have in the past extended credit). Self checks are considered a soft search and should not affect the ratings.

Again, if you have great, or good credit, probably wouldn't apply. But, why would you be checking every week anyway?
There are actually two kinds of inquiries...hard inquiries are made by creditors you are asking to grant you credit. Soft inquiries are made by current creditors, those looking to extend credit to you via mail offers, and you. The only ones that make a difference are the hard inquiries when you apply for credit. Those are the ones the creditor sees.
Personally, I'm checking just for the hell of it. To see when my creditors post any changes and how it affects my scores. I also wrote to a creditor asking that a couple late payments from 2004 be removed since we will be shopping for a mortgage soon -- so I watch to see if they've changed the late payments. Besides that, I joined a service that allowes you up to one pull every 24 hours...
