Law enforcement is attempting to talk to a man in a pickup truck who says he has explosives, parked outside the Library of Congress.

Capitol Police and other law enforcement officials are investigating a claim of an explosive device in a pickup truck that drove onto the sidewalk of the Library of Congress, leading to the evacuation of several congressional office buildings.

Federal agents — including from both the FBI and Bureau of Alcohol, Tobacco, Firearms and Explosives — were on the scene Thursday morning in an effort to “engage in dialogue” with a man in a truck claiming to have explosives, according to Capitol officials with knowledge of the situation.

"We're trying to get as much information as we can to find a way to peacefully resolve this," Capitol Police chief Thomas Manger told reporters in the first public briefing of the situation Thursday afternoon, adding that they have a "possible name and identity" of the suspect but do not have more information. The man is "livestreaming" on social media as the negotiations are underway, according to Manger.

The suspect uploaded multiple videos to social media from his truck viewed by POLITICO in which he espoused anti-government views and demanded to speak to President Joe Biden before he would consider standing down. Facebook spokesperson Andy Stone said they had removed the suspect's profile Thursday afternoon.

Manger said law enforcement does not "know what his motives are at this time" and that “negotiations are ongoing” in an effort to achieve a “peaceful resolution.” He added that buildings were evacuated because the driver told officers on the scene that he had a bomb, and officers noticed what appeared to be a detonator in the man's hand. As the standoff continued, police canvassed the surrounding neighborhood, urging more residents in the surrounding area to evacuate.

The Capitol Police directed people to "avoid the area around the Library of Congress" in a campus-wide alert. The House sergeant-at-arms said that "due to the nature of the incident, this will likely be a prolonged law enforcement response."

Capitol police, as well as D.C. Metropolitan Police, plan to hold their first public briefing on the situation later Thursday afternoon.

Staffers in the Cannon and Jefferson buildings were told to use underground tunnels to move to other locations, and those in several other buildings were instructed to stay away from external doors and windows. Staff in the Madison building, which is an extension of the Library of Congress, were also ordered to evacuate.

Metro trains were also bypassing the Capitol South stop as the investigation continued. Capitol Police relocated press to the opposite side of the Capitol while they dealt with the threat. Officers waved drivers away from the avenues leading up Capitol Hill.

Most, if any, lawmakers are not in the building, with the House not scheduled to return for votes until next Monday. Capitol Hill staff and Library of Congress personnel were working on-site Thursday when the evacuations began, though it’s unclear how many staffers were in the building, with many offices allowing their staff to work from home.

Some congressional offices that had been working in person opted to send their staff home by Thursday afternoon, amid the police investigation.

The call to evacuate the Cannon House Office Building on Thursday went out just after 10:00 a.m as staff were told to "remain calm and relocate." Capitol Police first alerted staffers to the suspicious vehicle threat shortly after 9:30 a.m. Eastern.

On Tuesday, a suspicious package near the Library of Congress prompted a Capitol Police investigation, but the road closures and investigation were ended in just under an hour.

For many Hill staffers, the emergency alerts renewed a sense of anxiety for those who had been in the building for the Jan. 6 riots, with some campus-wide security questions still unanswered. Pipe bombs were found at both the RNC and DNC on Jan. 6 — the campaign headquarters for both parties, located near Capitol Hill — but the perpetrator was never caught.

I hope people don't act like yet another crisis in our nations capital is cause for some cheap political shots. But obviously it's already too late for that.

How is it a cheap political shot? AOC's the one who claimed she was going to be raped and murdered on Jan 6th before anyone had said a harsh word. I just hate that she might have to deal with that trauma a second time.

You must have missed the look of shock on the faces of the other party who were also in fear for their lives that day. They didn't even have to claim it. The video evidence on their faces was enough. But then of course later some of those very same people claimed it was no big deal.

I'm not much of an AOC fan, but at least she was honest about it.

Suspect in Washington, D.C., bomb threat surrenders, is in police custody

The bomb threat forced evacuations and street closures around the Cannon office building.

After an hourslong standoff near the U.S. Capitol, a man who told law enforcement he had an explosive device in his truck surrendered, Capitol Police officials announced Thursday.

“He is in custody and that part is done," U.S. Capitol Police Chief Tom Manger told reporters shortly after the suspect got out of his truck and crawled on the ground to be taken into custody. "He gave up and did not resist. Our folks were able to take him into custody without incident."

Manger identified the suspect as Floyd Ray Roseberry, whose last known address was in Grover, North Carolina. Roseberry, who is white, was posting videos from his truck on social media earlier Thursday.

The incident began around 9:15 a.m. ET on Thursday when Roseberry drove a black pickup truck onto the sidewalk in front of the Library of Congress. Two law enforcement officials told NBC News he was communicating with law enforcement on the scene by writing on a dry erase board that he had in the vehicle.

In several Facebook livestream videos on an account identified as “Ray Roseberry,” he spoke about healthcare and complained about undocumented immigrants. He repeatedly claimed he was starting a revolution.

The videos show him driving through Alexandria, Va. and then parts of Washington, D.C., including near the Washington Monument. The videos then show him parked on the sidewalk in front of the Library of Congress, where the standoff was taking place.

Roseberry, in videos that are largely addressed directly to President Joe Biden, made several demands, including wanting American airstrikes in Afghanistan and the resignation of Biden, saying he would end his standoff if the president left office.

Roseberry repeatedly complained about how health insurance didn’t cover his or his wife’s illness, quickly followed by complaints about immigrants. He claimed his wife had cancer and her insurance wouldn’t cover her surgery, and that he’s still paying for the procedure. In the next sentence, he falsely complained that immigrants received health care.

In the videos, he repeatedly said he had an explosive device and shouts at pedestrians to move away from his truck.

Several law enforcement officials said they had not seen anything that resembles an explosive device in the truck. Two law enforcement officials said he also claimed to be holding the detonator, but they had not been able to confirm that either.

Manger said investigators had seen a propane tank in the back of the truck, which was "concerning."

The Library of Congress sits just across the street from the Supreme Court and one block from the U.S. Capitol. The House and Senate are currently in a scheduled recess period, so the majority of members and staff are not in the office buildings.

The Cannon office building was evacuated and individuals were sent to the Longworth office building. The nearest metro station, Capitol South, was also closed.

The White House is "monitoring the situation and is receiving updates from law enforcement," according to White House officials.

Given the nature and comments of the jackasses that stormed the capital on Jan 6th, I'd say her fears were well founded.

I'm not sure what kinda brain dead a person has to be to in any way accept these actions while at the same time making snide remarks about someone that had nothing to do with this insurrection other than being on premise...

I didn't write that article. But no, it wasn't needed. It could have easily been deducted considering all the other details.

All you have to say is that somebody made threats that they had a bomb in their pick-up truck outside a government building in DC and there is a 99.9999% chance that it was a white man.
