Can someone explain to me why Chubb isn't on the field pretty much EVERY play?

I'd have an easier time believing it was just the weather if Baker hadn't been progressively been getting worse this year... if he's hurt then sit him and let him heal.... if he's out there I expect to see progress, but he's no where near the level he was at late last year... it's frustrating because I know he has it in him...

He's not getting a contract in Cleveland unless he GREATLY improves next season. I know he is hurt but if he's missing WIDE open receivers why is he is there? It's not like the Browns have any deep threats healthy today. SMH
