I dont think the problem is the matter of having shell companies for receiving foreign payments. That is just a matter of looking at records.

The rub is that these payments were made for quid pro quo policy favors by Joe Biden. Lets see how they prove that.

At this point that seems to be the accusation being made. I think saying they "were made" for that purpose is a little premature.
