One team has improved over time with their HC and the other has declined over time with their HC. That may have something to do with the changing mood of their respective fan bases. The improvement the Bengals have shown over the past few seasons is actually evidence of exactly what I was talking about.

I agree, but I have to think it takes more than 2 successful seasons to consider a system long established.

Why is that? Do you think that a system should always be successful in its first year? That's why they need to be established. It's why it takes time to get continuity in a system. By the time you have the same system in it's third and forth year the bulk of the players know and have learned the system and are comfortable in it.

It's the perfect explanation as to why everyone implementing new systems often get off to a slow start while teas with more established systems often times don't.
