Honestly, this is page 332: 1 (B) by inserting after ‘‘(k)(1)’’ the fol2 lowing: ‘‘, or, beginning with 2011, 1⁄12 of the 3 blended benchmark amount determined under 4 subsection (n)(1)’’; and 5 (2) by adding at the end the following new sub6 section: 7 ‘‘(n) DETERMINATION OF BLENDED BENCHMARK 8 AMOUNT.— 9 ‘‘(1) IN GENERAL.—For purposes of subsection 10 (j), subject to paragraphs (3) and (4), the term 11 ‘blended benchmark amount’ means for an area— 12 ‘‘(A) for 2011 the sum of— 13 ‘‘(i) 2⁄3 of the applicable amount (as 14 defined in subsection (k)) for the area and 15 year; and 16 ‘‘(ii) 1⁄3 of the amount specified in 17 paragraph (2) for the area and year; 18 ‘‘(B) for 2012 the sum of— 19 ‘‘(i) 1⁄3 of the applicable amount for 20 the area and year; and 21 ‘‘(ii) 2⁄3 of the amount specified in 22 paragraph (2) for the area and year; and 23 ‘‘(C) for a subsequent year the amount 24 specified in paragraph (2) for the area and 25 year.

I can't wait till I get to the back of the bill........to see who's going to pay for it, and to see what other goodies they have added.
Plus, I want to know which representatives read this whole bill, and understand it?
I also want to know why it's 1990 pages of printed material.
Isn't there a damn person in washington that could figure out how to make a DAMN health bill proposal in, like, 50 pages? Why do we need to amend the damn IRS code of 1986 in order to do this?
Anyone that voted for this 10 inch pile of chicken crap should be voted out of office and sentenced to 20 years in prison.

Page 401 to about 404: Medicare provisions for those that are "LEP" LEP is "Limited English Proficiency"......it goes on to say that hospitals that provide language assistance for medicare/medicaid recipients will receive more in payment than those that don't.

Actually, it probably wouldn't be too terribly tough to understand, you'd just have to have a copy of every document that it is referring to... and the time to look up every last section that it was specifying. Then you strike the parts that it says it is striking, add the parts it says it is adding and that will tell you what the new revision of that document would look like if this passes.
If you had electronic text copies of those documents and say, 3 or more computers/monitors (and a metric buttload of free time)... you could probably make sense of it all rather quickly.

That's pretty much it in a nutshell. It's not the biil in and of itself. It's the "tip". Who's on the receiving end? And I don't think you really need to ask who's paying. If you have a J.O.B. you get passed the check.

A lone moderate remained undecided despite a one-on-one meeting Tuesday with Obama that lasted 30 minutes. Sen. Ben Nelson, D-Neb., said he still has concerns about abortion and other issues. The only known holdout, Nelson said it had been his third meeting in eight days with the president. Obama "made a strong case for passing health care reform now," said Nelson. "But I think it still remains to be seen if it was compelling." The legislation needs to be improved, he added, and liberals resisting his proposals — even saying the bill should be scrapped — are running out of alternatives. "I do say if nothing is done, I'm not sure what Plan B is," he said. "If Plan B is start over ... it's quite possible that it just won't happen. It seems to me that we have a chance right now to fix a flawed bill." Obama repeated his demand for action, telling ABC News "the federal government will go bankrupt" if the health care bill fails. He said Medicare and Medicaid are on an "unsustainable" path if no action is taken. To make matters more complicated, the Senate stumbled into health care gridlock after a Republican senator forced the clerk to read aloud a 767-page amendment. GOP Sen. Tom Coburn of Oklahoma had sought approval to require that any amendment considered by the Senate must be offered 72 hours in advance and with a full cost report. When he was rebuffed by Democratic Sen. Max Baucus of Montana, Coburn invoked his right to require that an amendment by another Democrat be read aloud. That sent the Senate into limbo, since the amendment by Vermont Independent Bernie Sanders was 767 pages long. It called for guaranteeing coverage to all through a public program similar to Medicare. Sanders withdrew his amendment some three hours later, after 139 pages had been read, with a broadside at Republicans. Pounding the lectern on his desk, his voice rising, he accused Republicans of trying to shut down the legislative process. "That is an outrage," Sanders said. "People can have honest disagreements, but in this moment of crisis it is wrong to bring the United States government to a halt." Obama cajoled restive Democrats on Tuesday, urging them not to lose perspective amid intense intraparty battles over government's role and reach in health care. The public plan liberals hoped for appeared dead in the Senate, as did a Medicare buy-in scheme offered as a fallback. "The president and vice president pointed out that you take your victories when you can and nothing prevents you from fighting on for the things you believe should have been achieved," said Sen. Joe Lieberman — was coming around fast. Another — Nebraska's Nelson — continued to criticize the bill. Obama said Democrats were "on the precipice" of victory, not breakdown. The president said differences still remain over details but described the bill as an accomplishment for the history books. The legislation includes "all the criteria that I laid out" in a speech to a joint session of Congress earlier in the year, he said. "It is deficit-neutral. It bends the cost curve. It covers 30 million Americans who don't have health insurance, and it has extraordinary insurance reforms in there to make sure that we're preventing abuse." Democrats were still awaiting a final cost analysis from the Congressional Budget Office on the latest version of the bill. At its core, the legislation is designed to spread coverage to 30 million Americans who now lack it, impose new consumer-friendly regulations on the insurance industry and try to slow the rate of growth in health care spending. Large companies would not face a requirement to cover their employees. Interesting - it's deficit neutral, BUT, we need to raise taxes AND cut medicare. While at the same time increasing the number of people ON medicare. No, the federal gov't. IS bankrupt. Adding health care to the fed's will only rapidly decrease the time this country has to be like it was.

This is a effort to speed up the push to a 1 world government.
The only way for that to happen is to bankrupt this country.

I heard on the radio today that they are something like 2 votes short of a filibuster proof vote on this thing ...... And it's not even done .... and no one can say exactly what the final version will be. But it'll be a great "Christmas present" to the American people ..... As they tax my current health care ..... and raise other taxes ...... Merry Christnas my butt!

Let's see.......hmmmm, we "have" to pass this by christmas.....we can't get the votes we need..........so to get the last vote, we'll kowtow to this guy - give him his way on abortions, but it still isn't enough..........hmmmm, let's send his state tens of millions of dollars IF he votes for it. This is a screwed up and screwed over country.

They are going to jam healthcare down our throats (and elsewhere) whether we like it or not, apparently. Then, next year, they are going to do the same thing with "Cap-and-Trade" legislation.
I think we might be witnessing the end of our Republic.

But it sure hasn't been easy for Obama's legislative priority. Democrats had to cut hundreds of deals to ensure that a coalition of 58 Democrats and two independents would provide the 60 votes needed for each of three procedural votes on limiting debate on the guts of the measure. Deals such as the following helped turn the rhetoric between Democrats and the Republicans white hot:
• Democratic Sen. Mary Landrieu of Louisiana got $100 million more in Medicaid help for her state.
• Connecticut Independent Joe Lieberman stripped the bill of a government insurance plan.
• Democrat Ben Nelson of Nebraska won a slew of favors for his state.

But deals are the lifeblood of legislation, and the plan appears to be on its way to final Senate passage, possibly as soon as Christmas Eve. A second procedural vote to limit debate is scheduled for as early as 7 a.m. today. The Democratic coalition was expected to hold, just as it did in the first such hurdle about 1 a.m. yesterday.
For his part, Majority Leader Harry Reid of Nevada was having nothing to do with the Republican complaints.
"I don't know if there's a senator that doesn't have something in this bill that was important to them, and if they don't have something in it important to them, then it doesn't speak well of them," Reid said.
The landmark legislation will insure 30 million more Americans, and Democrats were basking yesterday in the coveted endorsement from the American Medical Association. But the Senate measure, should it pass, still has to be harmonized with the health-care bill passed by the House in November before final legislation would go to Obama.
The AMA got some special deals itself before declaring its support. A 5 percent tax on elective cosmetic-surgery procedures was replaced with a 10 percent tax on indoor tanning services; a proposed fee on physicians to enroll in Medicare was dropped; and payments to primary-care physicians and general surgeons in rural and underserved areas were increased, without cutting payments to other doctors.
"America has the best health care in the world -- if you can get it," Dr. Cecil B. Wilson, AMA president-elect, said at a news conference with Reid and other leaders. "For far too many people access to care is out of reach because they lack insurance. This is not acceptable to physicians."
Early yesterday, Democrats prevailed 60-40 over Republican opposition, voting to block a threatened GOP filibuster of a last-minute package of Democratic amendments. Democrats were expected to do the same this morning. A last 60-vote hurdle awaits on Wednesday, and final passage of the legislation -- requiring a simple majority -- is set for late Thursday, if Republicans take all the available time. Yesterday, they said they would.
"The flight that I have is Christmas morning, and I don't plan on changing that reservation," Sen. Bob Corker, R-Tenn., said. "We potentially are getting ready to pass a bill that there's no question in my mind is going to lead to huge deficits down the road."
Republicans ramped up their criticism, denouncing the last-minute concessions that put the bill over the top.
"I am tired of the Congress thumbing their nose and flipping a bird to the American people," Republican National Committee Chairman Michael Steele said in a conference call with reporters.
Reid promptly criticized Steele for saying "something so obscene" and "so crass and such a terrible example for the youth."
Sen. John McCain, R-Ariz., called the side deals "Bernie Madoff gimmicks," referring to the disgraced financier Bernard Madoff.
Meanwhile, Ohio GOP Sen. George V. Voinovich, in a speech on the Senate floor last night, said he doubts the health-care bill will reduce the deficit as promised and that lawmakers will prove unable to deliver on the Medicare cuts called for in the bill.
"I respect my friends on the other side of the aisle, but the assumptions they make are optimistic about the cuts in this bill, especially when you consider this body's propensity for acting in a fiscally irresponsible manner,"Voinovich said.

Sen. Max Baucus, D-Mont., put in a provision to help the 2,900 residents of Libby, Mont., many of whom have asbestos-related illnesses from a now-defunct mineral mine. Under Baucus' provision, sickened residents can sign up for Medicare benefits.
Sen. Christopher Dodd, D-Conn., added an item making $100 million available for construction of a hospital at a public university. Dodd says more than a dozen sites could be eligible, but he hopes the University of Connecticut will be the beneficiary.
Sen. Patrick Leahy, D-Vt., negotiated $600 million in additional Medicaid benefits for his state over 10 years. Vermont would be unfairly penalized if other states now are being helped with that expansion, he said. Massachusetts is getting $500 million for similar reasons.
Sen. Mary Landrieu, D-La., was able to procure Medicaid help from the federal government worth at least $100 million in 2011.
Sen. Bernie Sanders, I-Vt., got Sen. Harry Reid, D-Nev., to agree to a $10 billion increase for community health centers.
Sen. Bill Nelson, D-Fla., pushed a provision he said will let about 800,000 Florida seniors enrolled in private Medicare Advantage plans keep their extra benefits. It also helps seniors in a handful of other states. Elsewhere, Medicare Advantage patients risk losing benefits because the private plans are a major target of planned cuts to Medicare.
STATES
Doctors and hospitals in Montana, North Dakota, South Dakota, Utah and Wyoming will get paid more than providers in other states under formulas in the bill designed to help the so-called Frontier States.
INTEREST GROUPS
• Longshoremen were added to the list of high-risk professions shielded from the full impact of a new tax on high-value health-insurance plans. Electrical linemen were already shielded, along with policemen, firefighters, emergency first responders and workers in construction, mining, forestry, fishing and certain agriculture jobs.
• Gun-rights lobbyists pushed for language to ban collection of data on gun ownership.
• Majority Leader Reid made a series of change to please doctors, including:
• Eliminating a 5 percent tax on elective cosmetic-surgery procedures, replacing it with a 10 percent tax on indoor tanning services.
• Eliminating payment cuts to specialty and other physicians that were to be used to pay for bonuses to primary-care physicians and general surgeons in underserved areas. The bonuses remain.

Ohioans should write to Sherrod Brown and tell him to "change his mind" and hold out for some of that extortion money. Obviously he isn't doing his job as well as his colleague from Nebraska and other states.
