I'm not pot expert, but anything that a person would need to grow it - chemicals - soil - seeds - etc. (I bet I'm showing my lack of knowledge) the government could probably do it a lot better ... and that means a lot cheaper weed for people.
In the same way that individuals could grow their own tobacco in their backyard if they want ... but it's simpler and more cost effective to let someone grow it in bulk and then just turn it into the products we want.
Or it's the same reason that most people don't grow their own wheat, they just buy flour at the store..
So it's not a direct answer- but I guess I doubt you would have many problems with people growing it and distributing it themselves ...
I would think if they were to legalize and tax it, the government would license the manufacturer/grower and distributors, to tax them as well. To protect that industry they would also leave the manufacturing/growing and distributing as illegal unless you have your tax stamp. So growing your own would still not be legal for the average consumer.

Absolutely not.
Marijuana is ridiculously easy and cheap to grow. It's a very simple process that requires little investment in regards to time and money.
It would be infinitely cheaper to grow it yourself than to purchase it at a taxed rate.
It is nothing like tobacco or wheat ... you can grow it in your closet, and the time and money it would take to do so would be no more than a simple hobby.
As I've said many times in many threads -- it remains illegal because it is simply more profitable to our government than if it were legal.
If our government figured out a way to legalize it while keeping profit levels on par ... it would be legal yesterday.

That's a pretty tough sell.
That idea is more or less spitting in the face of capitalism and the free market.
Then again ... we kind of did exactly that with the casinos in Ohio.
