He should be able to go on the PUP list since he was hurt lifting and has not been on the field as part of any team activity.

He would then be out for the 1st 6 weeks of the season. After that there is a 3 week window where Taylor could start practicing. If he doesn't start practicing during that time, then he goes on IR.

Once Taylor was to start practicing, then the Browns would have a 3 week window to activate him.

The season starts on September 9th. 6 weeks in would be Oct 21. That would be when Taylor would be allowed to start practicing. (If able to. If he can't practice by Oct 21, he would have to be placed on IR) He would then have to be activated by Nov 11. (or put on IR if he wasn't able to get ready to play by then)
