It could be that Obama & Co. just think that as a billionaire, he hasn't paid enough in taxes so they're showing up to take it.

my main worry is that they knew about this ahead of time and that is the reason he went back to be CEO.

It could be that it someone trusted by Haslam found out about some shenanigans of the new CEO that was hired and that's what prompted his return to Pilot/Flying J.
