On the "helmet rule", I think they'll be a bit slow in calling that penalty. Running backs have always run like that. To expect them to suddenly and instinctively stop lowering their heads upon contact is just too much to ask.
Getting low is the key to winning the collision. How does a running back "get low" without lowering his head? I would think that using the helmet as a weapon would have to be conclusive in order to make that penalty call. But there's a thin line in judging that.
Yea, I would think they'll be cautious/slow to call it right off the bat as well.
I also think 99.99+% of the time they instinctively lower the helmet to moreso protect themselves as well as the ball.
But with lawsuits, etc I also think that they're well past, as you put it, "expecting them and asking them", hence the penalty thing.
Good point on the "thin line" on judgement by the refs. To throw the flag a ref would, in reality, have to know intent which would entail "guessing" what a RB's mindset was during that 1/100th of a sec.
Although lowering the helmet isn't allowed by the D players making the tackle as well.
No doubt it'll affect some RB's more than others.

On defense a player should have been taught to keep his head up from a young age.

Although I do believe the shot he delivered to Kurt Coleman last year would be flagged this year, which is a shame.

Some additional afterthoughts. Getting him outside with a swing pass, and screens. Especially middle screens can be devastating. Staples are great to show tendency. Using that to change up can break opponents. I like TR 1 on 1 with anybody on the field.

I understand the rationale behind this rule, but it sure places more onus on the umpiring crew and their ability to not affect the outcome of a game...

No doubt.
I was just calling it "a push" as far as the O player and D player are concerned.
