Good, because I do choose to do that. The company is shopping for the best place to locate it's factory, plant, facility, whatever.. they are shopping for the best deal.. Should a company be forced to stay where they are, in a location that may not have the best labor, infrastructure, or tax structure?

This would just be another incentive to go where they are legal... overseas.... but you probably want to hammer a company for doing that too... So basically if a company starts in Northeast Ohio, they should never be allowed to move, no matter how much it might benefit them... even if that's the only way to save the company and make it profitable...

Just don't milk the tax payers of where you're moving to in the process.
And no, I'm actually for tariffs that would preclude moving overseas as a profitable option.
