I don't think prior presidents have targeted individual groups viewed as political enemies under threat from the IRS, except for one, Nixon. He was forced to resign. He also said, "I am not a crook."
No, but they have said it on other things. Also, Bush did target organizations because they stated they disliked him during his re-election.

I didn't know any evidence that has come to light to even remotely suggest this.

GW Bush was originally convinced that he didn't need Congressional approval to respond militarily to the 9/11 attacks, and declare war on Afghanistan. Fortunately he was talked out of that by his advisors.
Bad analogy, but just because a thief doesn't kill anyone, doesn't make him innocent of a crime. What came before led up to what we have today. If it's not stopped, what comes today will lead to even worse tomorrow.

Absolutely the worst except for, maybe, Nixon. If he keeps covering things up and acting like dictator he'll make it hands down.  .......Not!!

As commander-in-chief, he does have certain powers to militarily respond to a threat or to strike at an enemy (not necessarily a nation) that has struck against the United States.

Bush didn't use the executive powers to willfully violate the law and/or to target political opponents to his policies like Obama has.
