Yes, restructuring just kicks the can down the road further. Teams that feel they have a shot keep kicking the can until they feel their window closed and then they pay the piper and start all over again. The Browns will kick the can each year until they feel this team no longer has a window to compete. At that time, they will pay the piper so to speak.
