"Have you stopped beating your wife? " That is the same sort of question. You try to presuppose that republicans hate Ukrainians, just as that question presupposes you beat your wife. It is designed to plant that seed, even if it isn't true. That's the spin of it.
I know a lot of people that identify as republican, none of them hate Ukrainians.
