I wonder if Congress could, under Article I Section VIII Clause 14, create a set of ethics rules. And if they can, why have they not?
Isn't the argument that one branch of govt can't have authority or leverage over another? They are supposed to be separate.
They do have checks, the Judciary tells Congress and Executive what they did was wrong and tells them how to do things in the future.
Additionally, I don't trust Congress to do their own job let alone set up accountability for the Judicial.
This might be the biggest issue.
