in a nutshell, the Bowe situation represents the disconnect between the FO and the coaching staff
Farmer is in charge of the roster (hence why Bowe hasn't been cut)
Pettine is in charge of the game day 46 (hence why Bowe is a healthy scratch)

Pettine is in charge of game day, that's why we've lost 15 of 17. The perfect storm of inept staffing. A lousy GM and a lousy coaching staff.
