Maybe in some cases eotab but I think it's more of the players not wanting to sign because they know that if they become a Free Agent or by just by getting close to Free Agency it drives up the amount they will get. You always see teams up their offer when it gets close to Free Agency because they become desperate not to lose that player and if the player does become a Free Agent if he is decent at all then there is usually a bidding war between teams so the player makes out in the long run.
