Even if OSU doesn't win the Big Ten Championship and Penn St does, I do not see the committee putting a 2 loss Penn St team in the playoff over OSU. OSU had a stronger SOS and is a much bigger draw than Penn St.

...but PSU beat OSU and might win the Big 10 title game. I think they have to put PSU in then. The committee has gone on record so many times saying that the conference title game carries a huge amount of influence.

Maybe MSU can beat PSU in two weeks, but that's unlikely. Maybe PSU loses in the title game, that's more than possible.
I'll call it right now, if OSU beats UM and PSU goes on to win the Big 10 title game, PSU gets the CFB nod over OSU.
Who knows what else happens with the other teams. Maybe OSU gets in as the 4 seed ("at-large") because so many other teams have one loss and their loss is the best, but we'll see. PSU controls their destiny, assuming OSU beats UM.

I just checked the standings and noticed something neat.
The last two games were decided by the same score-62-3.
I think it will be interesting going the rest of the season, our one loss is to Penn State so that might be a consideration.
