I wish a detailed reason of why was provided. Frustrating as a fan because it leads to so much speculation. We aren't owed a detailed explaination.

Since I'm bored, I'll ask the simple question of "why?". If he went into rehab last October and applied for reinstatement just recently, why deny now? What new information will come that proves he's clean from now through the spring?
Is it just a matter of giving him more time to make another mistake? Why intentionally keep him away from the team?
I'm no fan of Josh and the way he's handled everything, but I'm just wondering why keep him away through the summer. Heck, reinstate him so we can cut him or reinstate him so he can attempt to make a comeback. If he's going to make another mistake, what difference does it make if he makes it while suspended? I agree with this... That was one of my first thoughts... I personally feel you either need to tell him he can be reinstated or he will never be.... What is the point of another 3-4 months of waiting... What does he have to do in those 3-4 months to sway the NFL either way?

Why deny him just to have him come back in 90 days? I don't understand stringing this out. What changes in 90 days that would have the NFL not deny him again?
The NFL should know what they need to know about Gordon by now. They have his drug testing results, they know his history, they know the process that he's going through right now (hehe, it's the NFL, maybe they don't). I just don't get the "no, but come back in 3 months and the answer may change".
There is no level of sucking we haven't seen; in fact, I'm pretty sure we hold the patents on a few levels of sucking NOBODY had seen until the past few years.

Maybe they want to see if Josh Gordon can knock up a woman and return her texts before the child is born and he's court ordered into a DNA test? People trying to get Roger Goodell's thought process would be better to use that same brain power to figure out how relativity and quantum mechanics work.

Likely failed a drug test his rookie year that was not reported on because it did not lead to suspension
Failed a drug test his second year, reduced to two games on appeal
Failed a drug test his third year, this was supposed to be a yearlong suspension
While waiting for an appeal on this suspension, he went out and got a DUI, one of biggest slaps in the face of a commissioner I've ever seen
Despite this slap in the face, the NFL took what could have been a yearlong suspension plus more for the DUI, and wrapped it up into a very fair 10 game suspension with an agreement that he cannot drink alcohol, because of the DUI
Gordon comes back and gives 5 games of lazy, half-hearted effort, then parties too hard with Johnny Manziel, doesn't show up, and gets suspended by the team for the 16th game.
Drinks alcohol on a plane to Vegas before the playoffs even start. It should be noted that while banned from drinking, the actual threshold for a positive test is .06 for those who are 'forbidden' from drinking. This, combined with the allowable delay in testing implies that he and his agent were not so honest with how much he drank
On schedule to return in 2016, takes a trip to rehab right before he returns, likely because he would have tested positive for something and going to rehab looks a lot better than that
Three agents have terminated their relationship with Josh, forfeiting the future possibility of hundreds of thousands of dollars in yearly income at standard 3% agent commission. They likely know a little more about the situation than we do.
NFL denies his latest reinstatement request, possibly for the same reason Josh's most recent agent dropped him a few weeks ago. Whatever that reason is.
Goodell's thought process is that Josh is a complete moron, as is anybody who is counting on him to help the team or who is under the impression that Josh's situation is anybody's fault but his own. Actually that is my thought process but I'm pretty sure Goodell's is not too much different, even if he would be far more tactful.
Goodell and the NFL will set the terms for Josh's return and if Josh doesn't follow those terms exactly, then he won't play. I doubt the Commissioner spends much time worrying about it.

Hmmm. That's pretty rough.
I do have some sympathy for Josh in the sense that he obviously has poor impulse control and probably has some addiction issues and has to constantly chase a high. I don't think he's a bad guy but the whole situation is frustrating as a Browns fan.
Also, the league is not to blame for this. The substance abuse policy is clear and the players are educated on it. They have not yanked Josh around-- they've actually given him breaks on several occasions. The league office has gotten a lot of things wrong the last few years but this isn't one of them.

Technically, what is often called a yearlong suspension for violations of the substance abuse policy would more accurately be called banishment from the league with an opportunity to apply for reinstatement in a year. I often (mis)use the term suspension myself.
Once a player is banished from the league, there is no guarantee that they can get back in. That is at the commissioner's sole discretion, although I don't believe there has ever been a case where a player has done everything that was asked of him and the player was still denied reinstatement.
While a player is banished from the league, they are still subject to regular drug testing and part of getting back into the league is staying clean.
A suspension may come into play if a player had failed another test while banished from the league but then made strides to improve things? This gets kind of dicey because we're in rarely charted territory here. For example Josh had been suspended for the first four games of 2016 and that may have been in response to another failed test (I think he gave a diluted sample that I forgot to mention earlier) that happened while he was banished.
It's an odd balance because a diluted test is a failed test. If he had already been reinstated then that failed test would have led to another 'banishment' from the league. It seems it is better to screw up while still banished, the result may be that you can apply again in 90 days or get suspended for only four games instead of a season or longer. This is based on a very limited amount of data though.

I keep reading about how many are "pretending" that they know!
The Browns have waited this long, what the hell is the issue with waiting "AS LONG AS IT TAKES" to get an answer from Goodle?
The Browns correct stance in this issue should be...IF GORDON IS GOING TO PLAY IN THE NFL..HE WILL DO SO AS A CLEVELAND BROWN!

The correct answer is WWPBD? What would Paul Brown do? Zero question Loser Gordon wpuldn't have been drafted much less kept on the team. He should be out the door but thankfully Sashi says character doesn't matter so "we're not in a position to get rid of Josh Gordon." Guess he stays to fail more drug tests and waste peoples time some more.

In this case, that's all any of us are doing for the most part. I hate to say it but I'm so back and forth on this guy it's not funny. It's that damn Cleveland 'what if'. One championship doesn't make that all go away at once.

If he had stayed clean, he would have already signed his 2nd deal, maybe even with his "preferred" team, and would have cashed in a big way. (at least if he had remained on the production path he was on)

Gordon is not known for his attention to details for THE PROCESS...to say the least.
This is what I think happened. He was reinstated LAST YEAR...he was in camps but would be suspended for the first 4 games. On the week he was eligible to return it was then we heard of him putting himself into REHAB.
So on that date his Reinstatement was over. Now its required for ONE YEAR to pass before reinstatement can be reviewed. Has it been ONE YEAR...no. I think Gordon jumped the gun as for some reason he has difficulty that one year does not mean JANUARY 1st with every thing. Or the NFL Fiscal season starting in March (FA period) One year means 12 months.
This is why I believe its been disclosed that he can apply for Reinstatement sometime in the Fall. That would be one year from when he put himself into Rehab. So we'll see around the 4th game his application will be received...They have 60 days? to review it and make a decision...unless you are a Steeler...lol
Or what we don't know if around the end of that 4 game suspension he tested positive again??? So one year would be from that Date but definitely in the "FALL".
Of course I don't know this for sure...but seems logical to me

Don't know Peen...I think he can apply whenever he wants but they will give them a courtesy of an answer...in his case - Uh No...give us an application in the fall???
I'm sure Gordon has the forms already considering his history and let it out that he applied. maybe the NFL felt necessary to respond instead of hand it back and say...In the fall???

Has anyone wondered if he's not 'dropping the ball' intentionally just so we'll release him so he can sign somewhere else-just cause we're Cleveland? If he had stayed clean, he would have already signed his 2nd deal, maybe even with his "preferred" team, and would have cashed in a big way. (at least if he had remained on the production path he was on) I'm with you. The thought of him intentionally sabotaging his coming back in order to get released has crossed my mind a couple times. In the end, the path he needs to take to get off this team is NOT endless suspensions. The guy is still on his rookie deal. How crazy is that!?
There is no level of sucking we haven't seen; in fact, I'm pretty sure we hold the patents on a few levels of sucking NOBODY had seen until the past few years.

I am pretty sure players are given a date on which they can apply.
Either way, it doesn't matter. The matter is settled until the fall. In the mean time, just move on, and hold his rights. If and when he is ever reinstated, we can at that point decide what to do with him. At minumum we could probably trade him to some team, on a conditional basis.
If he goes somewhere and stays clean, we get a 4th rounder. If he doesn't play well and stays clean, we get a 6th rounder. If he does either of those and fails a test before the next draft, we get nothing since that team will have nothing because if Josh washes out again, his NFL career is over.
