Neighbors passing by thought it was a joke. But 70-year old Betty Perry told ABC 4 News she wasn't laughing when she was arrested Friday morning for not watering her lawn.

Lt. Douglas Edwards of the Orem Department of Public Safety says a uniformed officer assigned to the Neighborhood Preservation Unit stopped at her home at 1568 S. 800 E.

The officer wanted to speak with her about the property's sadly neglected and dying landscape. Edwards says that Mrs. Perry and the officer got into a confrontation when Perry refused to identify herself.

Edwards says the officer was attempting to give Perry a citation for violating a city ordinance. He says it escalated when she attempted to go back inside her home and telephone her son.

Edwards says the officer claimed he tried to arrest Perry and that the women slipped and fell, cutting her nose near the front door.

But, Perry told reporters that's not what happened. She claims the officer is just trying to, "cover his tracks." Perry says, "He really abused me, brutally abused me." She claims the man slapped her across the face with his handcuffs during the arrest.

Edwards says the officer is on administrative leave pending a review of the case." He added, "Clearly there were other options in this situation."

You can watch a video of this woman being interviewed in the link below. After watching it,I believe the woman was simply trying to call her son for advice on what to do. She is obviously scared to death. She ended up bloodied and fearfull of the law.

call me a police brutality enabler, but I generally give the benefit of the doubt to the cops.

I worked in retail in college and let me tell you, I came across a ton of feisty old women.

Maybe the cop could have handled it a bit better but the simple fact of the matter was that the lady could have avoided this all by either watering her lawn or take the ticket and fight it in court . He was doing his job and she was hindering him from doing that . It may not be an ideal situation but in the end he is the representative of the law and that needs to be respected .

Sure, let's give the benefit of the doubt to the cop when an old woman on her own property - in her own home even- winds up bloody over a "landscape maintenance" issue

Cops abuse there power all the time, half of them are in it to be bullies and stroke their own egos. The other half sits back and tries to sweep it under the rug.

Someday you'll learn and you'll tell people about your experience and wonder why they respond with "I'd tend to give the cop the benefit of the doubt".

Your right, the law needs to be respected, but not at the disrespect of the people who abide by it 99.9% of the time.

Does she look like a felon that needed to be handcuffed??????

Sounds real provocative. I can only imagine the mayhem that would have broken loose if he had stuck the citation in the mailbox and walked away

A felon looks like what ? Look, this should have been handled better by both parties but what was the cop to do when someone refuses a lawful, legal order not to go back into a house no matter the reason. Suppose granny comes back to the door with a .12 ga. and unloads on Officer Fife ? It happens.

I'm sorry, I know there are overly aggressive cops, but I just can't imagine one that would slap an old woman across the face with his handcuffs over lawn watering.... something is wrong with this story...

I get the point and personally I think it was a B.S. ticket but there is a way to handle things and walking back into your house after an officer tells you not to is not one way I would choose . I have had incidents where I was issued a ticket for illegal parking and I thought it was bogus but instead of arguing my case to the issuing officer I did it in court and it was dropped with no hard feelings and no handcuffs.

Maybe... but I'm one who is also inclined to give the benefit of the doubt to the cop... this is an unusual case because the other person is a 70 year old woman... but in most cases, a tie goes to the cop as far as I'm concerned...

I was talking with a veteran police officer (of maybe 20+ years) and this guy was straight laced as they come, made Andy Taylor look like a loose cannon We were discussing the abuse of authority/power by police. He acknowledged that they know it happens, sometime with the same officer over and over. When I asked him why he would sit back and let it happen he replied "We're a brotherhood and I'll never ever go against my brother no matter what".

Loyalty is great, unless it's misplaced.

I served as a Marine in the first Persian Gulf war. As you may know, a high ratio of Marines wind up in law enforcement as police and Troopers. I stay in touch and you wouldn't hardly believe the stories I hear. The guys who salivate for the chance -the excuse- to shoot someone or at least knock the hell out of them.

Five years ago in Hudson I saw a cop getting way to rough with a lady at a fair-type event. I spoke up and said he was being to rough. For this he cites me. I go in and tell the Police Chief what I saw - even told the Mayor. Both replies "I tend to give the officer the benefit of the doubt".

Guess which officer got caught and convicted of beating up a man and his wife at Blossom two years ago? Same cop.

It's only a matter of time until you learn it too When it's your 70 year old mother bloody, or your daughter or son beat up at Blossom, or maybe even you.

What are you going to do then?

I would disagree. If I am forced to make a choice based upon the information at hand I would take the side of law enforcement until such a time as I found a reason not to .

Look, I too know my fair share of cops and I still say your generalizations are BS . Nasty job for the most part and I wouldn't want it . Are there bad cops ? You bet there are but they are in the minority.

Well unless you witnessed the exchange from the start and knew all of the facts you were in the wrong and deserved to be cited. JMO I don't go into an Airport tower and try to tell the traffic controlers how to do their job .

I can see how a scared 70 year old lady trying to call her son for advice and help should cause her to be cuffed and stuffed. Makes perfect sense.


The police department didn't think so according to the interview. He said she was released IMMEDIATLY once his higher ups learned of the situation. It appears his own department feels this was an "improper way to handle the situation". I'll take their word on that.

Yea, it couldn't be because the higher ups in his own department saw this as a PR nightmare and were just trying to put it out before it got worse.... what the cops do in the field and what the bosses do to save face are often at odds.... a cop in the field can be completely right in what he did, the bosses can take completely opposite actions for PR reasons.... one doesn't necessarily mean anything with respect to the other...

Yes,you can't defend the indefensable. So no use trying right from the start. Sorry,but I couldn't treat a 70 year old lady that way. Guess I'm just not cut out for the job.

Most people will hate me for saying this....but lot of the times old people get away with lies jus cuz they r old....everyone wants to believe the old woman over the officer cuz why would the little old lady lie?

Not sure what to believe in this case as police brutality is always possible...i think in this case i would look at the prior record of the officer and believe in that over the old lady...who knows what actually happened...kind of sucks she got hurt over something so stupid
