I don't think any gun should be banned. I do think you should have to get a gun license that requires a mental health evaluation every 5 years or so. I am also fine with denying all felons the right to own guns.

What doctors would be used for the exam?
We could just have the applicant pay for it with his insurance. There are plenty of shrinks but in reality in some areas it would be hard but you could always set up video conferencing in worst case scenario. I mean even if your out in the boonies you can handle a trip into town once every 5 years.
I will say this though. I would not put it as part of the state id or driver licence because your mental health should not be on public display for non gun related issues. All you should need is a clean bill of health from the doc saying it's ok to buy or not. Then you either have a gun license or you don't.
What if a persons health insurance doesn't cover it? Right now for a CCW every 5 years you have to renew at a cost of $50 where I live.
Why is it your new laws have to cost law abiding citizen more money for doing nothing wrong? I'd be in if everyone paid for the test as in a tax on everyone.

I don't think of it as punishing anyone. I think of it as a safety requirement. Depression and other mental health issues are the number one set of circumstances that lead to gun violence. As for the test I am sure a panel or top psychologist could come up with a reasonable test. It shouldn't cost more than $100 to take the test even without insurance. That's a $20 a year tax that anyone can afford. Most insurance companies would happily pay for it since if the test finds a problem it's much better to get it treated or issues resolved when possible.
If the tested thinks he was unfairly denied then let him file an appeal after a full psych eval from a different doctor. If one doctor keeps denying people without real evidence then he can be fined or lose his license until he gets evaluated himself. Americans don't do nearly enough to look after their mental health. The ones with the guns should definitely be of sound mind.
I would imagine that depression, suicide, and any other illness that lends itself to violence would be appropriate for suspension of a Gun license. I am not a doctor so I won't pretend that I know but I am certain a panel of experts could figure it out.
The difference with a Car is that it's needed to work and survive in most areas. Plus most states already have laws that can take away your driving license for certain mental health issues.
