Looks like the sheep in the south are catching up to the sheep in Ohio. One more thing people need to be told that they can't do for the betterment of society.  Atlanta considers banning baggy pants 1 hour, 25 minutes ago ATLANTA - Baggy pants that show boxer shorts or thongs would be illegal under a proposed amendment to Atlanta's indecency laws. ADVERTISEMENT The amendment, sponsored by city councilman C.T. Martin, states that sagging pants are an "epidemic" that is becoming a "major concern" around the country. "Little children see it and want to adopt it, thinking it's the in thing," Martin said Wednesday. "I don't want young people thinking that half-dressing is the way to go. I want them to think about their future." The proposed ordinance would also bar women from showing the strap of a thong beneath their pants. They would also be prohibited from wearing jogging bras in public or show a bra strap, said Debbie Seagraves, executive director of the American Civil Liberties Union of Georgia. The proposed ordinance states that "the indecent exposure of his or her undergarments" would be unlawful in a public place. It would go in the same portion of the city code that outlaws sex in public and the exposure or fondling of genitals. The penalty would be a fine in an amount to be determined, Martin said. But Seagraves said any legislation that creates a dress code would not survive a court challenge. She said the law could not be enforced in a nondiscriminatory way because it targets something that came out of the black youth culture. "This is a racial profiling bill that promotes and establishes a framework for an additional type of racial profiling," Seagraves said. Martin, who is black, said he plans to hold public hearings and vet the proposal through churches, civil rights groups and neighborhood organizations. The proposal will get its first public airing next Tuesday in the City Council's Public Safety Committee. "The purpose of the paper is to generate some conversation to see if we can find a solution," Martin said. "It will be like all the discussions we've had around the value of the hip-hop culture. We know there are First Amendment issues ... and some will say I'm just trying to put young black men in jail, but it's going to be fines." Makeda Johnson, an Atlanta mother of a 14-year-old girl, said she is glad Martin introduced the proposal. She does not want to see a law against clothing, but said she thinks teenagers are sending a message with a way of dressing that is based in jailhouse behavior. Atlanta would not be the first city to take on sagging pants. Earlier this year, the town council in Delcambre, La., passed an ordinance that carries a fine of up to $500 or six months in jail for exposing underwear in public. Several other municipalities and parish governments in Louisiana have enacted similar laws in recent months. ___

It's more of a public decency thing than anything else. Do you want to go out in public with junior hangin out of your pants? If you do, do you think you shouldn't be fined for public indecency? A lot of the men I see running around like this think it's ok for their pants to be held up by their hands and their junk damn near hanging out......I am no prude by any means but dammit I don't some little boy with his junk hanging out all over the place coming into my place of work. There are little children that come in with their parents (under 10) so what kind of impression is this giving those very impressionable minds.
AND onto the subject of bra's being shown.....you show your bra in private not public. I don't wanna see your fat blubbery boobs hanging out of your shirt and your bra showing all over the place either. jmho

I'm sure cops in Atlanta are bummed over the bill. They love being able to chase a suspect, and being able to catch him because he was tripping over his loose pants.

Well maybe your idea of decency and someone else's vary? Who are you( or me) to tell anyone what is or isn't decent ? Personally I loathe the whole baggy pants hip hop look but do I think we need to make an law to prohibit people from exercising personal choices ? Oh wait we,ve already done that with smoking haven't we ? Maybe we need an law protecting my eyes from ugly people, how about a ban on being fat? I personally would campaign for passage of that law .

Take it one step farther and say that overweight women are offensive to look at . What is that showing our youngsters ? That being fat and slovenly is acceptable ? There ought to be a law don't you think?

technically, the "indecent exposure" laws could be modified to include this, thereby not forcing legislation on anyone, but merely modifying existing decency laws to encompass this foolish fashion style. I thought seeing the waistband of their boxers was stupid looking before, but now they wear them half way down to their knees. I think they are all homosexuals, wanting to show off their goods to their male friends.  Funny, but this could easily tie into the article about people not getting hired for jobs for lame reasons, one would be coming in to fill out an application or take an interview with your scooby-doo boxers half sticking out, and wonder why they didn't get the job.

A difference ? Sure, but the sentiment is the same is it not ? Again, I hate the baggy pants scene and think it makes the wearer look like a moron but...is it something that needs to be legislated and if so where do we stop? I always worry when "right minded "people get to tell everyone what is and is not acceptable. It starts with something easy to pick on, something that is in the minority and will have little effect for most people then they move on to the next issue that they will have to fix for the betterment of us all . I know it sounds a little paranoid but it seems as if these little things are adding up to something darker .

This all reminds me around Christmas, the wife and I stopped at the mall to pick something up, and went to the food court, here is a group of youngsters all with their boxers sticking out, all with 1 hand on their pants. One kid even had his denim "shorts" (and I use the term shorts loosely since they extend to their ankles like "floods" used to) drop to the floor while he was trying to pay for his food. But what grossed me out is one of the kids had his shorts well below his behind, and he had a brown stain on his boxers that you could see plain as day. Tell me that isn't indecent?

Hmm.. As soon as grown ups don't say anything and could care less thats when kids will stop wearing pants / shorts that fall down their asses. Same with any other group.. the stupid things are just shock value.. it can't be easy constantly pulling your damn pants up or holding them all day..

I flaunt little bylaws and "rules" all the time if I think they are FOS. Example: Our hospital has a No Smoking policy on hospital grounds. OK, I understand that, even if I believe they should have a place where smokers can go. Like, if someone has terminal cancer and has to stay at a publicly-funded hospital, just go outside to have a smoke, screw 'em if they don't like it. But I understand the reasoning, more or less.
They also ban smoking in your car in the parking lot.
I DO have a problem with that.

Communities are well with-in their rights to impose community standards.
If my views fit in with the majority in that community, my standards are imposed.
It isn't hard to figure out.

Pants are worn somewhere close to the waist...not somewhere between the waist and knees.
One of the key measurements on mens slacks is waist size if you want to debate the above point, or if you have never bought a pair of slacks before and just don't know..

If Atlanta as a community wants to do so, so be it. I think the baggy pants thing is utterly moronic, but I don't think I'd ever legislate against it.
I can think of a time when garish sideburns would be considered 'foolish' or 'indecent'...if this was in relation to short skirts, the discussion would be different; as it pertains to a fad no one likes...I'm sure there will be many in agreement here.

Part of me understands the need for community decency laws and feels there is a very valid place for them... Another part of me recognizes that this is just a fad and it will eventually go away on it's own whether you legislate against it or not and that legislating against it will only give it more life... The other thing I've noticed.. it used to be a fad, not sure if it still is or not... but I remember seeing girls wearing nothing but boxer shorts... I used to see it at the gym all the time... I guess they had their own underwear underneath, never really checked..  but it just seems to me there is an incredible double standard when it comes to "decency"... and it often becomes more about fashion sense than actual decency....

Maybe I haven't made myself clear. I am with everyone else in thinking that this style is stupid, my gripe comes from the fact that some people want to legislate stupid styles. What if a community outlaws men wearing earings, or tank tops, or blue T shirts...the list could be endless. Why do we need a law passed for garbage like this. As someone pointed out it is a fad and as all fads do it will go away of it's own accord. Do we need to be told how we can and can't dress ? What we can and can't eat ? Where we can and can't participate in legal activities ? Majority rules, I get that but what happens when the majority of voters ( who are actually the minority of people eligible to vote ) pass stupid laws. Maybe I am just venting because I know the answer to that question but it still bothers me to have to abide by laws that are just plain dumb.

If so, that is ridiculous. I am not one to walk around with saggy pants, but i don't think that it is right for a state to legislate a dress code and make violations punishable by fines---slowly we will lose all our freedom as people keep on passing stupid laws like this--the majority in this country sucks.
I wish to wash my Irish wristwatch......

Suppose they continue with this style, but instead of boxers, they have on briefs(tighty whiteys if you will)?

Nope. People who wear the saggy pants usually wear the ridiculously oversized shirts that go down to their knees as well, so its not like you have to stare at someone's bulges while you're walking down the street.
I can care less if someones underwear or bra straps are showing---what happen--did Atlanta go through a timewarp back to the fifties when showing underwear straps was risque.
I just don't see a big deal---I'm not one to yell at some punk to "pull up his pants," either. Its his business how he dresses, not mine---I'm not his mom and dad---its not my responsibility.
People can dress how they choose--I don't think it should be regulated by laws.
I wish to wash my Irish wristwatch......

Im 21, I definately do not like the baggy look but it isnt something that should be regulated. Isnt part of freedom being able to dress how you want? Just seems a little picky to me.

Makes no difference to me, I wouldn't outlaw either one. I want todays kids to feel just as stupid as we do when they look back and see what they wore 20, 30, and 40 years ago

 Wish I could get a picture of me in 3rd grade with my plaid bellbottoms and my butterfly collar. On a side note my hairstyle back then is back in style. I'm waiting for the mullet I had in H.S. to make a return...if ever there was a fad to legislate against that would be the one.
