CLEVELAND, Ohio—Planned Parenthood locations across Ohio on Thursday received notice from the Ohio Department of Health that their state funding will end next month.

The notice comes following a federal appeals court ruling this month that upheld a 2016 Ohio law forbidding the state from sending preventive health funding to any organization, or affiliate of an organization, that “performs or promotes” non-therapeutic abortions. The law was signed by former Gov. John Kasich.

The letter from ODH, which was dated March 21, informs the organization’s 26 locations that as of April 20, they will no longer receive funding for a wide variety of programs formerly supported by the state. Last year, ODH gave about $600,000 in grants to Planned Parenthood, according to a spokesman for the department.

The state money funded programs such as sexual assault services; breast and cervical cancer prevention; the STD (sexually transmitted disease) Control program; the Minority HIV/AIDS initiative; as well as five programs designed to reduce infant mortality, including CenteringPregnancy and Moms and Babies First, a neighborhood outreach program targeting high-risk black women.

There are three Ohio Planned Parenthood locations that provide abortions — in Cincinnati, Columbus, and Bedford Heights — but the nonprofits that provide these services, Planned Parenthood of Greater Ohio and Planned Parenthood Southwest Ohio Region, do not use public money to fund them. The two organizations sued after the 2016 law was signed.

On March 12th, the 6th U.S. Circuit Court of Appeals in Cincinnati ruled 11 to 6 to reverse a federal judge’s decision to declare the 2016 law unconstitutional.

ODH Director Amy Acton responded to Planned Parenthood’s motion to stay the appeals court decision, asserting that a stay amounted to a delay tactic; that the organization would not likely get Supreme Court review of the decision or win the case if it did; the funding loss was not significant and would not irreparably harm the organization; that the state would ensure that other organizations and healthcare providers would fill the gap in programs; and that an immediate issuance of the mandate is in the public interest.

In a statement, Harvey said the short notice provided by ODH will “gravely impact patients and communities across Ohio."

I am all for cutting the funds for the abortions, BUT I am against cutting funding for the other programs they provide.

What are all the patients who use this service as their primary health care provider going to do? You know-the ones who aren't getting abortions?

Classic example of throwing out the baby with the bath water.

Before making this decision, they should have asked their neighbors in IN how it's going for them. Pence pressured the state legislature to do the same thing. Guess what? All those poor rural patients suffering from opiod addiction and the HIV epidemic have no place to get treatment. It is real crisis now... and one that could have been avoided with a little finesse, instead of the same 'scorched earth' policy Ohio had now adopted.

When your only tool is a hammer, everything looks like a nail.

Prediction: people will suffer, and our state will see the results of 'unintneded consequences.'

So what happens now for these folks?

I mean, you're a pro insider. You know the health care landscape better than almost anyone on these boards. What do you see as these peoples' options, since the law is the law... and the law has defunded their clinic(s)?

I'm not really here to argue about abortion pro or con... that gets hashed out all the time here. I'm trying to figure out what recourse these folks have. For the past 1.5 years, I've been hearing stories from places like Brown Co, IN that certainly seem to serve as a model for what Ohio is about to experience.

In all those reports, I've only heard about the hardships. I haven't herd much regarding solutions. So I don't know about these people in OH, but I'm not optimistic about their prospects.

I'd like to see what is services are actually provided and the number of participants in these programs. What I do know is that our hospitals do not refuse healthcare to anyone. Patients in our ERs and behavioral health units are assisted by social workers to establish links with community resources such as community mental health agencies, rape crisis counseling, battered women's shelters/counseling and medical clinics. We also make appointments with the appropriate entities to follow up for STD's, pregnancies and whatnot. I don't recall any of our folks referring them to PP. We also have a HELP program that assists them in finding the most appropriate healthcare plan for their specific situation. We are quite successful in getting Medicaid plans for low/no income patients. I hope this answers your question.

We're a step closer to back alley abortions and bodies littering the streets. thumbsup Thanks to God and angry old men who think they should have say over women's bodies.

Hopefully the young in their families will contract STDs from unprotected sex making then sterile and kill off their blood lines. <- not really wishing that on anybody but it would be poetic justice for these 'fine upstanding' dogmatic dregs.

Roughly 3% of PP's activities revolve around Abortion.

The rest is very important and frankly non-controversial services...

So, because of 3% of what they do, people are suddenly excited about defunding them.... Not really very smart IMO

They've basically made it impossible to help young and older women....

No PP can do all of those things. If they stop preforming abortions they still get funding for everything else. Why are you not mad at them for turning down funding over 3 percent?

I don't disagree. They will find something to complain about, and chances are I will not agree with most of it. I am for Birth control, sex education and many other things the far right is against.

That's true. And until the SCOTUS overturns that law, it is the law. I'm not happy about the law myself. But I don't think the government has the right to punish people that work within the confines of the law. Circumventing the law isn't the way to go about it. Punishing people and groups who aren't breaking the law isn't the way to go about things. It creates victims of lots of women.

Women in need of birth control, breast exams and cancer screenings will be the victims of trying to punish an organization that's doing nothing illegal.

And many will call that a victory.

I hope your moral high ground works for you while women go without breast exams and cancer screenings from lack of funds. While the number of abortions actually increase from the lack of birth control women receive from PP.
