On the issue of collusion - Mueller said the evidence (lengthy and - what was it? 140 instances of communication between Trump Campaign and the Russians) was not at a level to prosecute .... he also pointed out that it was hard to prove when conspiracy when witnesses lied or were determined not to cooperate ...
