The question you pose is a hard to answer unless you give us more details in exactly which stage of things you are speaking of. If you mean in their finality, the extremes they ended up in, then no. But if one looks at it, people like Hitler didn't start out the way things ended up.
Hitler was elected. It wasn't like he had to take over by force.
Hitler also divided people so much so they perceived others within their own country as their enemy, not simply people who disagreed with their politics.
We see the same thing with Trump. It's the FBI, the media, the Democrats.... All he labels as enemies to himself and America. When you convince the people who follow you that half of the nation and the media is your enemy, it's a dangerous thing.
