Federal officers will begin leaving the city on Thursday under a deal reached between Oregon officials and the Trump administration. State police will help protect Portland's federal courthouse.

Federal officers who have clashed violently with demonstrators on Portland streets for weeks will begin to depart the city on Thursday, under a deal between the Trump administration and Gov. Kate Brown’s office that was announced Wednesday morning.

In exchange for a phased removal of federal officers brought in to protect federal property in the city, Brown’s office has agreed to help guard against vandalism of the Mark O. Hatfield U.S. Courthouse using state resources alongside the Federal Protective Service.

“After discussions with the Vice President and administration officials this week, the federal government has agreed to my demand and will withdraw these officers from Portland,” Brown said in a statement Wednesday. “They will also clean up the Courthouse, removing the graffiti.”

Brown added Oregon state troopers would “provide protection for free speech and the security of the exterior of the courthouse with the Federal Protective Service. A limited contingent of federal officials, who act as building security year-round, will remain and will stay focused on the interior of the U.S. Courthouse.”

Officers with Customs and Border Protection and Immigration and Customs Enforcement would depart downtown Portland beginning Thursday, Brown said. OPB reported such a deal was likely in the works earlier Wednesday.

Department of Homeland Secretary acting Secretary Chad Wolf struck a slightly different tone in his announcement of the deal, noting the agency would “continue to re-evaluate” the situation in Portland before withdrawing.

”The Department will continue to maintain our current, augmented federal law enforcement personnel in Portland until we are assured that the Hatfield Federal Courthouse and other federal properties will no longer be attacked,” Wolf said. “Should circumstances on the ground significantly improve due to the influx of state and local law enforcement, we anticipate the ability to change our force posture.”

The deal is a remarkable turnaround in a standoff between the Trump administration and Oregon officials. For weeks, federal officers have used tear gas, impact rounds, flash bangs and batons to crack down on demonstrations that have swelled in opposition to their presence.

But even as elected officials at all levels of government called on the federal force to withdraw, the Trump administration repeatedly insisted the influx was necessary to protect against what it has depicted as “violent mobs.” As recently as last weekend Federal authorities were considering stepping up their law enforcement presence in the face of protests that have shown no sign of abating.

In a statement, Portland Mayor Ted Wheeler said the “federal occupation” has brought fear to the city’s streets.

“Federal agents nearly killed a demonstrator, and their presence has led to increased violence and vandalism in our downtown core,” he said. “The daily coverage of their actions has distracted our community from the Black voices at the center of this movement, and the urgent work of reform.”

Wheeler oversees the Portland Police Bureau and has also faced significant criticism from demonstrators, who regularly call for his resignation at protests. That’s in part because the PPB has regularly used tear gas and crowd control weapons to disperse protests in ways similar to federal officers.

Still, Wheeler said the City Council is focused on racial justice and has already diverted millions of dollars from the PPB. On Wednesday, the council will consider referring a ballot measure to voters that would create a new police oversight system, enshrined in the city charter and independent from any elected office or city bureau.

Despite the rhetoric on all sides, indications emerged recently that a deal could be in the works. Brown’s office acknowledged Tuesday evening they were in “very serious discussions” with administration officials over pulling out federal forces. And multiple sources told OPB that senior officials in both the FBI and Department of Homeland Security had flown to Portland on Monday to meet with state officials.

Federal officers moved into Portland in early July, after President Trump issued an executive order aimed at protecting federal property. Before long, the stepped-up presence — combined with high-profile incidents of officers injuring and detaining demonstrators — lit a fire under protests against police violence that had been losing steam.

Get the feds out. States' rights!

This is certainly a political topic. But in looking at it with the raw facts, the amount of protestors has steadily increased since the feds moved in. Violence has gotten worse since the feds moved in. Tensions have risen since the feds moved in. More innocent protestors have been gassed and become victims of violence at the hands of the feds than at any other time by law enforcement in Portland before they moved in.

Nothing positive has happened since the feds moved in and things have only gotten worse. No matter how you slice it, this is a failed policy.

If only the government protected minorities in this country as much as they protected racist inanimate objects or buildings from getting written or painted on, right?

As for myself, I don't consider a federal courthouse a "racist inanimate object".

Trump's executive order calls for a mandatory ten year sentence for destruction of statues.

That's less time in prison than what an average rape conviction gets you.

Of course I guess one must consider how badly one considers rape to be when they brag about grabbing women by the...

All that was required of the Democrat Governors and Mayors who let this get out of hand was for them to provide Law Enforcement to the problem areas.

There was no need for Feds if they simply governed instead of playing politics.

I had no problem with the feds being there to protect the courthouse. The problem started when they came off the porch and started venturing out farther into Portland exerting authority and arresting people (in suspicious ways) blocks away from the courthouse.

And that building is federal property. If the Governor and the Mayor will not do ANYTHING to stop the rioting and destruction of property, well it's pretty obvious who needs to step in to protect said property.

An organizer behind Portland, Oregon’s Riot Ribs on finding their volunteer-run, mutual-aid kitchen at the center of the city’s Black Lives Matter protests.

For nearly two months, hundreds of Portlanders have gathered nightly outside the Portland Police Bureau’s central precinct to demand justice for Black victims of police violence. In early July, President Trump sent federal agents to Portland to “quell” the demonstrations, inspiring thousands of additional residents to take to the streets in protest. Across from the nightly skirmishes sat Riot Ribs, a 24-hour, volunteer-run outdoor kitchen fueled entirely by community donations. After less than two weeks providing non-stop free food to protesters and passerby alike, Riot Ribs became the focus of targeted, destructive raids by the police. Their story evolved from a small mutual-aid project borne out of necessity into a testament to sheer will, withstanding tear gas, park sweeps, and crowd-control munitions. Then, just as quickly as it grew, Riot Ribs collapsed. On July 28, the group announced it was pivoting the project to Revolution Ribs, trading their home in Lownsdale Square for a pair of sprinter vans to rove the country in search of hungry protesters to feed. Here, one of the organizers behind the project (who asked to remain anonymous for their safety) explains in their own words what went down.

We never really imagined that it would get this big. We didn’t ever want to be the center of Portland protests, or the glue holding them together. We were just there to feed people. But we knew we were getting too big.

Riot Ribs started out as one grill on July 4th, manned by an original Black Panther named Lorenzo. That night, police tear gassed him while he barbecued. Everyone saw what was happening, and donations started showing up the next day. We all pitched in and found a role that we were comfortable with. Most of the volunteers are houseless and live out here in the park.

In the beginning, four or five of us would try to find a car that we could use for that night’s meat run, but eventually, it just came to us. Salads, mac and cheese, pork butt, burgers, hot dogs, lamb, cheesecake, ice cream...the other day, we got 11 grill donations. We were a thousand coolers in. We were serving more people than we ever imagined. Like, thousands a day. We never accepted payment for food. We were 24/7. And our ribs are damn good.

But the government doesn’t like mutual aid. It goes against Western ideals—capitalism, individualism—to the fullest. We’re the opposite of the extreme violence imposed on us by the Portland Police Bureau, the park rangers, and the federal government: Two weeks ago, we had people offering haircuts. We had people out here with laptops filing for unemployment on hotspots, finding a way to talk to their family. We did anything we could when we had the resources. No matter what we do, no matter how much we do for the community, they’re still going to attack us, and they’re still going to tear gas us, and they’re still going to raid us.

We were raided at 4 o’clock in the morning, once. Park rangers showed up with the police and took all of our stuff, kicked everyone out—that was kind of shocking. They told us we had to get our stuff on the east side of town, so we got a U-haul. Once we’d loaded it up, the cops slashed the tires and towed it. Also shocking.

Officers intentionally came to Riot Ribs with tear gas and pepper spray. Pepper spray we could deal with, because it’s just capsaicin, but tear gas lays a powder on all of our stuff. It doesn’t just affect the people who are throwing water bottles over the fence; it also affects the people who live in this park, and community members who just want to use the park facilities. It has a lasting effect—it’s not just temporary crowd control. Any time we opened a new box of chips, it’s all over.

We came here to feed people, and we felt like we set up a good system. As long as the state keeps inflicting violence on people, especially people who are just trying to eat, we were planning to be out here cooking. But there was a lot of greed and selfishness that came with it. People who volunteered weren’t in it for the right reasons—they were grilling, but they were also stealing money from the tip jar. We had no authority to kick anybody out. We decided to halt operations in Lownsdale Square for fear of our safety.

So our group created Revolution Ribs. We bought two used sprinter vans, filled up their tanks, and got them grills and coolers. We have four people sleeping and cooking in each van—they have the ability to mobilize and help out other communities, so they picked up and left. They’re already in the Bay Area, and they’ll eventually head east.

We’re going to continue feeding the house-less community and supporting the Black Lives Matter protesters, anywhere we can, no matter what, as long as we’re able. It was never about becoming big. It was never about the feds. It was always just about feeding people. We want to make sure that mission doesn’t get lost.

The ratio of peaceful to violent protesters is WAY different than you just posted. It's not thousands of peaceful to a couple hundred rioters. It's millions of peaceful protesters, to a tiny tiny tiny % of rioters. And that's just here in the USA. Around the globe BLM had millions more peaceful protesters come out in support.

It's easy to see what you were trying to say. So now you're lining up to use the victim card. Nothing new there.
