In reality no team is supposedly allowed to even talk with a player that is under contract elsewhere unless the allowed by the team holding the contract.
Teams have gotten into trouble in the past for even praising a guy too much.
Supposedly the NFL takes tampering really seriously. Not saying back alley conversations don't happen but I suspect they are not the norm.

The legal tampering period starts tomorrow. I wanted to get in with a prediction before it begins. I think we’re going to sign a starting safety, starting edge player, and lesser edge player on the first day(ish) of free agency.

While that's true, the NFL actually created what they themselves call "the legal tampering" time frame. This year that process begins tomorrow. March 15th - March 17th: Teams can begin entering contract negotiations with players who will be unrestricted free agents. Qualifying offers to restricted free agents and offers to unrestricted free agents who the team wants to retain should also be made during this stretch. This is otherwise known as the “legal tampering period.” March 17th: At 4:00 PM ET, free agency officially begins, and teams may begin signing players or trading players who are still under contract. But it's now in the rule book.

I should hope they are not the norm.
However no one walks into this without some behind the scenes prep work. Teams know what a guy is worth (street value), they know what the current contract looks like. The frame works are pretty well out there.
Guys know what they want, and what they will accept.
Sometimes it takes 5 minutes because one side or the other is just happy with what is presented from the other and it looks good to be done quick.
I would not be surprised to see a team let another team negotiate with someone they know they are losing as a courtesy, or to help ensure they get out of the division at least.
But straight up breaking the rules it's all the rage until one team gets busted and made an example of (bounties on other players during a game) then it cleans up.
Of course it is all speculation since I am neither an agent of a player or someone trying to negotiate with a player's agent earlier than allowed.

I was just reading about it because I can't believe how much money they were throwing at him, but it turns out every year is voidable and most of it is minimal guarantees and performance bonuses. Still a pretty amazing paycheck for someone that was undrafted and has been a utility player up to this point.

I like Poole but he's an older guy (will be 29 this year) and he's mostly just been a slot CB. Not sure how Judon fits as he has mostly played OLB in Baltimore's 3-4 defense plus he too is on the older side (will be 29 this year). The interest in Perryman confuses me as again he is older (28) but I don't see him as that much of an upgrade over Goodson.
