No they don't.
The Browns went undefeated as a member of the AAFC in 1948. That is their one and only undefeated season, and they weren't a member of the NFL at the time.

Just as a example, look at our opponent this week.
If they want to punish the Pats, who I really do not like, you must think about punishing other teams that everyone KNEW were on drugs before there was testing.
Just a thought on my part I guess.  
Difference is, before the testing, all teams could have been on steroids. Even keel. So now what exactly is your point?
