Our front office seems to value high priced washed up vets.

If he's ok with being the 4th CB at a minimum salary, sure. He isn't what he used to be, and he can't keep up with the young pups we've already got in that room.

Joe would bring something to the room and on the field....in a limited way. As A Gator I would say I want him. As a Browns fan, it would have to be on a vet minimum plus maybe a little deal.
I think if anything he would bring more from the safety position over corner. His speed might be suspect, but he knows how backfields and coverages work, and he is a sure tackler.

As long as he's willing to play for around the vet minimum I'd let him compete for a job. I think he could still be a viable back up CB and maybe play a little S too.

Is there room for him in the CB room (who would he bump off the (hypothetical) roster)? I've said this before, and others have disagreed, but I do think he'd be a good candidate to make the late-career move to safety. He could function as super-solid backup while maybe making the switch.
There is no level of sucking we haven't seen; in fact, I'm pretty sure we hold the patents on a few levels of sucking NOBODY had seen until the past few years.

If he's willing to play some Safety than I don't think you would have to bump anyone, we usually carry 10 DBs. I wouldn't just give him the job though, he would need to compete for one of the last spots.

He would probably play only when we are in zone coverage, such as Quarters.

He would probably be the difference between the final safety, someone like D'Anthony Bell would spend more weeks on the Practice Squad vs. the active roster, but it wouldn't kick anyone off the roster because the Practice Squad rules let teams protect about 58-59 players.
There would be a Huge benefit to having Joe Haden, and I believe that benefit would be allowing more snaps, where players like, JJ3, or Ronnie Harrison, or Grant Delpit, could blitz' or play in the box, while not compromising the over the top deep safety coverage.
Can Deshaun Watson play better for the Browns, than Baker Mayfield would have? ... Now the Games count.
