The mayor of New York traveled to the Mexican border city of El Paso on Sunday and declared that "there is no room in New York" for busloads of migrants being sent to America's most populous city.

Eric Adams, a Democrat, was also critical of the administration of Democratic U.S. President Joe Biden, saying "now is the time for the national government to do its job" about the immigrant crisis at America's southern border.

The visit of a New York mayor to a southern border city about the issue of immigrants is unprecedented.

Busloads of migrants have been shipped north to New York and other cities by Republican run states. That has exacerbated a housing crisis in New York and a worsening homeless crisis in the city.

It IS amazing. For years we've heard "we are a sanctuary city".....

They get the "migrants" and all of a sudden it's "Whoa.....we can't do this. We can't handle them. Too many...."

Like Florida and Texas can? Then you get the "we didn't know they were coming". What?

Proclamation on the Termination Of Emergency With Respect To The Southern Border Of The United States And Redirection Of Funds Diverted To Border Wall Construction


NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States of America, including section 202 of the National Emergencies Act (50 U.S.C. 1601 et seq.), hereby declare that the national emergency declared by Proclamation 9844, and continued on February 13, 2020 (85 Fed. Reg. 8715), and January 15, 2021, is terminated and that the authorities invoked in that proclamation will no longer be used to construct a wall at the southern border. I hereby further direct as follows:

Section 1. Pause in Construction and Obligation of Funds. (a) The Secretary of Defense and the Secretary of Homeland Security, in consultation with the Director of the Office of Management and Budget, shall direct the appropriate officials within their respective departments to:

(i) pause work on each construction project on the southern border wall, to the extent permitted by law, as soon as possible but in no case later than seven days from the date of this proclamation, to permit:

(A) assessment of the legality of the funding and contracting methods used to construct the wall;

(B) assessment of the administrative and contractual consequences of ceasing each wall construction project; and

(C) completion and implementation of the plan developed in accordance with section 2 of this proclamation;

(ii) pause immediately the obligation of funds related to construction of the southern border wall, to the extent permitted by law; and

(iii) compile detailed information on all southern border wall construction contracts, the completion status of each wall construction project, and the funds used for wall construction since February 15, 2019, including directly appropriated funds and funds drawn from the Treasury Forfeiture Fund (31 U.S.C. 9705(g)(4)(B)), the Department of Defense Drug Interdiction and Counter-Drug Activities account (10 U.S.C. 284), and the Department of Defense Military Construction account (pursuant to the emergency authorities in 10 U.S.C. 2808(a) and 33 U.S.C. 2293(a)).

(b) The pause directed in subsection (a)(i) of this section shall apply to wall projects funded by redirected funds as well as wall projects funded by direct appropriations. The Secretary of Defense and the Secretary of Homeland Security may make an exception to the pause, however, for urgent measures needed to avert immediate physical dangers or where an exception is required to ensure that funds appropriated by the Congress fulfill their intended purpose.

Sec. 2. Plan for Redirecting Funding and Repurposing Contracts. The Secretary of Defense and the Secretary of Homeland Security, in coordination with the Secretary of the Treasury, the Attorney General, the Director of the Office of Management and Budget, and the heads of any other appropriate executive departments and agencies, and in consultation with the Assistant to the President for National Security Affairs, shall develop a plan for the redirection of funds concerning the southern border wall, as appropriate and consistent with applicable law. The process of developing the plan shall include consideration of terminating or repurposing contracts with private contractors engaged in wall construction, while providing for the expenditure of any funds that the Congress expressly appropriated for wall construction, consistent with their appropriated purpose. The plan shall be developed within 60 days from the date of this proclamation. After the plan is developed, the Secretary of Defense and the Secretary of Homeland Security shall take all appropriate steps to resume, modify, or terminate projects and to otherwise implement the plan.

Sec. 3. Definition. Consistent with Executive Order 13767 of January 25, 2017 (Border Security and Immigration Enforcement Improvements), for the purposes of this proclamation, “wall” means a contiguous, physical wall or other similarly secure, contiguous, and impassable physical barrier.

Sec. 4. General Provisions. (a) Nothing in this proclamation shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This proclamation shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This proclamation is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

It was abandoned because it was impractical, unworkable... and a ploy to gin up rabid support for 45*. Also served as a tool for Steve Bannon to defraud thousands of gullible wall-lovers.


That wall was never meant to be anything more than a symbol for a particular political point-of view.
That's why it remains unfinished. And in a perpetual state of decay.

They, like every other measure, have their place. Throwing up as wall along won't do.. you gotta address the cause. Until you do that, you will not get anywhere.

There is a lot of the wall that is old and can be dug under, however, the more modern wall (the closely spaced, tall, metal pillars) is not just a wall, there is a lot of technology supporting that barrier. The program for that approved wall and technology was started under Obama and DHS was happily working away on it until it became political.

There are sensor systems all along that wall and he job of the wall is just to slow someone down long enough for border patrol to interdict.

You might wish to look into who that Mayor is. He's certainly not the guy who set those New York policies in place when they were instituted and has little in common with them either. Sort of how the rest of the world looks at the U.S. They believe you can't trust any deal or anything that we say because it can all be changed with the next election depending on who becomes president.

At least they understand that it's the people in charge that cause this and not just a geographical location. They understand that the new people in charge may not believe the same things, may change policies and it has nothing to do with who was in office before them.

Who told you that the new wall is harder to dig under or go around? What data do you have that confirms that to be true. Who performed the tests? What company built them? The walls that went up under the former admin weren't very good at all... so now what?

There is NO workable solution to the migrant problem on this end unless it's accompanied by measure taken on the other end.

If we wish to stem the flow of illegal immigrants coming into this country, it is in America's interest to enact a Marshall Plan for Central/South American countries. Help them to shore up their gov'ts, allow them to clean out the gangs, and stabilize their economies. Only the most desperate people travel thousands of miles on foot/in semi trailers to find a safer/better place to live. They'll stay where they were born if they can live decent lives. We did it for European countries after WWII, we could do it now. One thing is certain: the flow of migrants will never slow as long as their countries of origin remain broken.

So true Clem, and it needs to quit being a political issue and just become an American issue.
Actually that could be said for all the issues, but the politicians want to keep it political so that they don't have to come up with solutions and can blame the other side for nothing being done, all while maintaining their power and benefits of being in office.

Well, if we hooked the metal wall up to 1000 amps at 120 volts of electricity... I guarantee it will only take 1-2 people before stop crossing the border through the fences.

Plus, cleanup would be a breeze.

The point of the wall was to act as a deterrent. Obviously, It won't solve all of the problems.

However, it will keep large groups from migrating because they would have to scale the wall.

At that time, we can use body heat cameras/regular ones to notify homeland security.

By the time they get over the fence, homeland would be able to show up and catapult them back over the fence.

At the end of WW II, Europe still had a lot of infrastructure. They had a lot of train and road networks. They had indoor plumbing. And they still had the humans with expertise in building and repairing these things. Countries like Guatemala and Honduras just don't have that. They have never been through industrialization. You can clean up their governments, but at the end of the day, those people still face problems we don't have in the U.S. and have a giant incentive to migrate here.

For countries like Mexico with the Cartel problem, what do we do about it? If we try to prop up the law enforcement and military in those countries, then the cartels just corrupt those institutions from the inside. We cannot directly take action without being considered and invader. Defending our border becomes the best available option.

I think this is where the argument often gets misconstrued, as we do allow immigrants into the country, we just ask that they come through legally.

Should we allow more, should it be easier for the less fortunate? I can't answer those questions or why the numbers are what they are, but we cannot just allow free unchecked entry, and uncontrolled numbers. There is not a country in the world that has open immigration with no constraints.

I certainly agree with your post. There just seems to be far too few people that look at this situation from a common sense middle ground. Society has made it an all or nothing proposition. I would like to add that the system itself is broken. There are not enough immigration judges and courts. Sometimes taking years to get a hearing. The current immigration system, from the laws set up around it, to the immigration courts and everything in between need to be corrected.

But no, totally open borders are certainly not the answer. But I think if one looks at it, there's a very small, vocal minority who seem to be actually advocating such a thing.

Agreed, and I think a large part of the issue is the mixing of immigration vs illegal immigration. IMO, they are very different issues, although inter-twined in some aspects, they should be approached from different angles.
No matter how easy we make it, we still need to control the limits.

I think the real issue is, how do we stop people from illegally crossing our border? Obviously walls, patrols, etc aren't working as effectively as we would wish. So let's look at other solutions.

I do think something PerfectSpiral says is part of the solution., "Work with the Mexican Government".

I guess my reason for bringing up the backup in the immigration court system is that the current situation is at least in part why some people try to come into the country illegally. I mean if someone tries to come into the country using the legal process and are told, "Okay, now wait five years for a hearing" it seems a little counterintuitive to thinking they'll actually wait that long to go through the legal process. It doesn't make them entering the country illegally right but I think it makes it at least somewhat understandable.

I think the actual solution is making the nations they're coming from better so they don't fear for the life of their children and being threatened with their very lives to the point they have no choice but to flee. But I also don't think the cost of accomplishing that is either the job or the responsibility of The United States. It's a very complex and layered issue.

That’s basically what I meant by separating bad hombres from the legal migrants. We had Ellis Island to process millions of immigrants coming into the USA and although there were snags we made it work. I think in this day and age we could set up a federal funded Ellis Island types of complexes to handle legal immigration on the southern border if only the border states would agree.

we need to separate illegal immigration from legal immigration... I'm all for people coming here legally... I've hired several people who are on a work visa... I think we need to figure out better solutions for preventing illegal immigrants... I think we need to work with the Mexican government, have better immigration judges/police, build barriers, and make the legal process easier...

100% of the immigrants that are illegally bused and taken to NYC are legal. There is zero outrage from the party of “law and order”. Pfffft. Human trafficking is the GOPer fix.
