This one makes no sense to me at all.
There are some vocal opponents to all natural gas appliances and believe all should be banned. That said I understood it as a partial ban, one type is banned, or effectively so, but the other type has tighter efficiency requirements.
As far as the drilling ban, it was mostly symbolic. Banning in areas where no one has prospects for drilling.

Yes. Please. Everyone listen. Everything he said is spot on. Windmills cost a fortune to erect, a fortune to maintain and have a relatively short lifespan. They're only there because of massive government subsidies.
They sit and rot when they quit working... until someone new gets more taxpayer money to fix or replace them.
They sit idle when there is too much "weight" on the grid because our governments won't make their bedpartners (electric companies, in this case) improve the grid for efficient two-way traffic. They want that to also be the responsibility of the taxpayer. Ask Arch, we pass the massive farm in around the Indiana/Ohio border all the time, you stare out at a 300 unit farm with blades standing still.

It takes 30-60 truckloads of concrete just to set the foundation for one windmill. Steel towers reaching up to 70 stories, outrageously priced turbines and unrecyclable blades. Not to mention the price of construction, shipping, maintenance and inspection. It takes years upon years, if ever, to even recover the initial carbon footprint.

Wind turbines. Great in theory, terrible in reality - at this time.
Where shall I start? I'll start small. 10 or 12 years ago I looked into a small turbine that would, realistically, drop my electric bill to 0. I was told, by the company selling this particular 1 that would meet my needs, it would be $50,000.00. Payable in full prior to being functional. However, I would get $25,000 in tax credits/rebates once it was paid for. (over time, that is). Ok. $25,000 for me to not have an electric bill each month. Ok, so, at an average of $150 a month in electric bill..............it would pay for itself in just under 14 years.
But wait, there's more. I was told every 3-5 years, the turbine would need "maintenance" at a cost of $5-7000 dollars each time. That made it literally a money hole.
Let's go bigger. 400 yards from my house is a big turbine - the kind you see on wind farms. Private company put it in. About 13 years ago. The owner of the business was hopeful it would pay for itself in 5-7 years. I know the guy. He's my neighbor. 13 years down the road, and it still hasn't paid for itself, especially with all the breakdowns, and being unable to work about 3 months out of every year.
2 local schools (actually, 3, but I don't know any info about the 3rd one) got turbines installed. Let's just say, even with a hugely reduced installation price (courtesy of the gov't., which means courtesy of the tax payers), and with all the breakdowns, neither of the 2 have even come close to half of the supposed "savings", in fact, it's been a financial burden on the districts. Our local school had a website, since shut down, that you could see how much energy the turbine was producing. Not much, in relation to the schools usage.
Drive past ANY big wind farm. Shoot, on my way to Bowling Green Ohio, in Paulding County Ohio, and my way up 127 to Northern Michigan, on my way to Indian Lake Ohio..............I drive past HUGE windfarms. You're lucky if even half of them are operational.
Great in theory, but not in reality at this time, and probably not for decades or longer.
However, they DO increase our cost of living. Between taxes to pay for them and increased cost of electricity.............
