For the cost part, there are programs to mitigate or defer the financial cost of getting a license or state ID. I wish people would quit making the affordability claim. Anybody who wants an ID can afford to get one. They cost maybe $20 and are good for a number of years. It's a stupid argument. Civic responsibility is real. As long as some states allow voting without ID, their election results should and will always be questioned. People who think that no ID required is a good thing have no problem with rigged election results. I agree with you, but I think there's still work to be done. IMO, it should be relatively painless for someone that should have a state/federal ID to get a state/federal ID. That's pie-in-the-sky type stuff, but it should be what the relevant agencies should be working towards. But you are right (IMO). Civic responsibility should outweigh personal inconvenience.

The federal government knows who the citizens are send every citizen a voter ID.

Voting is a constitutional right. Any financial obstacles put in the way restricts that right. As I said, it's a 20 minute drive for me to get a state ID. It's less than about a 10 minute walk for me to vote.
Why would you call requiring someone with no transportation to travel 15-25 miles to get an ID their "civic responsibility"?
