This is lame. Who exactly makes the decision of who is out of line and should be banned? I sincerely doubt they're going to start tossing every person who swears at a game or puts up the middle finger. Frankly, that's just an empty threat.

I have no problem with verbal harassment of opposing fans, as long as it's within bounds. I certainly never advocate any kind of physical altercation or throwing things or doing stuff to other fans.
And, as far as verbal stuff, I'm just talking about good-natured ribbing. When I go to away stadiums wearing my Browns stuff, I completely expect to get razzed. I love it. But I would not put up with getting accosted or having stuff thrown at me.
I've had a few visiting fans sit near me in years past and I give them a hard time, but it's all in good fun. They know I'm just playing around and they give it back to me. We usually all end up really laughing about it. That really adds to the atmosphere. At the end of the game, we shake hands and that's that.

Every stadium would have about 19 people in it!!!
Hopefully they'll next make rules against people standing up during games, people talking during plays, and people wearing hats that are too bright.

YEP your right.
I have gone nose to nose with fans from other teams during games. But I have always stuck up for those same fans if somebody wanted to be stupid and throw crap at them or try to get tuff. It's all in good fun, and it should always be that way

Overly drunkeness has no place in sports IMO... and the excessive (note excessive) cursing doesn't either... but if you take care of the excessively drunk then you take care of the cursing IMO.
Light bantering/cursing is fine... but I do wish more fans would realize if there are little kids around them and not drop 15 straight f-bombs in front of a 5 year old.

We laugh at this but some stadiums are tough.. For instance, Philly.. I live about an hour and a half from the Linch and my wife is working on getting our companies tickets for the Monday nighter in Dec, can't wait. Another buddy of mine has a friend who works for the Eagles and can get on the field passes for before the game, again can't wait.. Now I would love to go down there in my Browns gear but won't because I know what will happen. I am 39 and not an obnoxious fan but I do not want to be tormented either..

I know, but that is the point.. You could walk into CBS as an opposing fan and not feel threatened by wearing your teams colors, as long as you are respectful. Philly is not that way. I have friends that no longer get Season Tickets because of what goes on there..

Smart choice. Philly is the worse of the worst. I mean Philly fans spit on 10 year olds in opposing team colors. It's friken nuts

Yeah, I lived in Philly during the years we didn't have a team. There was news every week about fighting, jail, etc., from the stadium.

I don't see them as being broad in scope.
It includes bans on:

I think most reasonable people can identify that
• Drunkenness and signs of alcohol impairment that result in irresponsible behavior.
You can still get drunk as long as your behavior isn't irresponsible. Again, most reasonable people can identify that
• Foul or abusive language or obscene gestures.
Cussing at the top of your lungs isn't something you would do in the grocery store, why should it be viewed as Okay at a football game
• Interference with the progress of the game, including throwing objects onto the field.
Not hard to understand
• Failing to follow instructions of stadium personnel.
Again, following simple instructions is something taught to us from a very young age.
• Verbal or physical harassment of fans from the opposing team.
Simply common courtesy. Wearing a football jersey doesn't somehow give a person a pass from acting in a socially acceptable manner.

Yes most people can identify that, but there is going to be one person at the games in charge of identifying that and ultimately that person is going to make a decision on whether or not it crosses the line.
If it was clearly defined what constitutes unruly behavior, then that would be clear and there could be no argument. When you just say "unruly behavior" whoever has the power to make that decision makes the judgement on their own. That is problematic to me.

All great in theory but like most rules / laws it comes down to enforcement by someone competent and mature.
It seems like these rules are "fixing" a problem that doesn't exist.
Harrassment- I've never seen a polite family or Dad w his kid mistreated at CBS even though they were wearing Steelers jerseys. The opposing fans that get "mistreated" are the loud mouth idiots that stadium personel should be tossing out in the first place.
Often it's the inaction of dealing with loud mouth visitors that results in Browns fans being hostile.
Grocery store- If some idiot follows me around the grocery store shouting how my team, city, and everything else sucks there's eventually going to be a problem Especially when it costs me $100 to get into the grocery store and they impliment assigned seating 
There seems to be to much concern for making visiting fans welcome. In reality polite visitors are already welcome. We don't need to turn CBS into Chucky Cheese either.
Last year at the Browns/ Steelers game I get to my seat and the guy next to me(Browns fan) has brought his 7 year old son I bit my tongue watching that debacle but his kid got an earful from everyone else.
There's a reason football is more fun than baseball. Eight Sunday's a year CBS turns into the ultimate sports bar and I'd hate to see that "gentled up".

I don't know where you've been watching games, but it certainly must not be in Cleveland. This has gotten way out of control at the stadium and in the Muni Lot. It's not just verbal anymore, it's physical and the other team's fans don't have to do a thing to have it happen. That crap ticks me off to no end. There is no reason to act like a bunch of animals.

I agree, the last game I went to...uughhh Baltimore last year...some very large muscle bound guy was spitting at rival fans and basically begging them to say something so he could hit them
It's disgusting and a complete embarrassment to the real fans.

OK, if that's the case it needs to be addressed - but we don't need more rules to do it. That individual is breaking laws and can be arrested for a variety of offenses.
We need to enforce the rules we have - not make more of them.

Indeed, but I don't think it is as sinister as some feel. I doubt people are going to get kicked out in mass for ticky-tack things.
Someone may come up and tell you there have been complaints about excessive standing as an example and you are asked not to stand the whole time.
OK...maybe you don't like that, but then that just gets back to following instructions. The vast majority of people aren't going to complain about something like that unless it is a real problem and the person has already been asked to take a seat by people sitting in the area more than once or twice.
The code of conduct is in place. Everybody knows the drill. So it is a matter of following them or not following them.
You can go into a no smoking establishment and choose to follow the rules, or you can choose to say screw it, I am lighting up.

Ehh i dunno Peen, I almost got arrested two years ago at the Bengals game (a 30-0 drubbing) because I was drunk a complainig about "Not be able to score one freaking feild goal". A freind of mine was yelling some obscenities, so a Bengals fan went and told security and when I asked the guy what I did, he felt threatened and started getting in my face asking me for my ID. Telling me he could arrest me and generally being hardass for no good reason.
I can see both sides....this is why I don't buy good seats anymore....I can't deal with people who want to sit quietly and watch the game

I like you man, but lets see.....you were drunk and talking about not scoring any freaking points...sometimes freaking is said differently when drunk...your buddy was cussing, and I would guess pretty drunk as well...then a security person comes up to ask you some questions...I know how that can go as well.
Almost arrested is a bit different than being arrested.
Answer the questions I asked.
I prefer to think you would answer no to them...that being the case, a NFL game is no different.
Nobody is going to get kicked out of the stadium for standing and cheering at the top of their lungs when the team scores.

Hmm.. actually, I go to the game to watch the game. I can usually be found discussing the game with who I went to the game with. Occasionally, I say "I gotta go pee" or "I want a beer" Other times, especially when the other team is on 3rd and long in our territory, I can be found standing and yelling.
I don't think any of that is going to get me kicked out.

Sorry, drunk people never tell the real story, I ain't buyin'.  I've never seen people that didn't deserve to be thrown out have that done to them. I've never been harrassed or know anyone who has been by security. I'm not saying it's never happened, but I'll bet it's very rare. I'm quite sure there are more people who should have been tossed that weren't than there are people who shouldn't have been and were.

Unless the guy was right in my ear or talking trash right to me, I am not going to get security on him. The point is, Yeah I was pretty drunk, yeah I was yelling and bitching. So what? Was I hurting anyone...no, was I in anyones face...no, Did anyone ask me to stop....no
But security can get al huffy with me when I ask them what the problem was.

The worst part was is the game was over and we were walking out when these guards approached us. Acting like "you need to leave", then getting upset when I told him I was walking out when you stopped me....

Of course you can stand....even times you should...and it is pretty evident when to do so....like when 60,000 others are.
If you are standing and everybody else is in their seats for a play, that is usually a signal to remain seated.

I see both sides of it Peen. There are people that get ridiculous at games and then there are people that just like to be loud and have fun. I just worry about a power driven security guard being the one to make the determination of which person is out of line.
Some of the stories I have heard and seen at games are disgraceful, and those people deserve to be punished. However if I am sitting in my seat having a good time and some guy comes over to me and says to calm down, I may not be real happy about it. Afterall, I paid my money and am rooting on my team. Then that guy gets on his power trip and decides he is going to use his authority to make an example out of me because he can. If I was completely out of line, then that is a whole other story, but in this situation I am just being louder than the people around me.
Do you see what I am saying? It may never happen, but the potential is there. That is what worries me even though I hardly ever go to games.

I could definitely see both sides of this. But I will say that contrary to what people are saying here that being an opposing fan in CBS is no picnic. I've seen the spitting, the beer tossing, the A-hole shouts, and that was last year at the DOLPHINS game of all things. Not like that is a hated franchise there. And no most of the targets in question weren't doing anything but sitting in their seats.
On the other hand I actually had friggin squeeler fan try to pick a fight with me in or stadium once (The old stadium no less) and nobody did squat about that except stare. That was aggravating because I didn't take the bait to get kicked out...but you really want to do something back. But the cost to get in is too high for me to just pitch it out the window.

That power and subjective selection has always been there. It isn't any different then before.
Like I said....I doubt you will see scores of people thrown out of stadiums.
The one area where you might see more screening is upon entry.
A couple of years ago I saw some guy standing in line drooling while his not as drunk buddies propped him up....he got in.
He might not make it this year.

And that's the stuff that needs to be taken care of no matter who's doing it. It can ruin a game to have some obnoxious drunk who will not leave a fan from another team alone, getting in their faces, swearing at them non-stop. I've seen it and it's almost always had to have been stopped by other Browns fans who got sick of watching it go on.
You'll hear all kinds of stories but, I guarantee that you'll rarely, if ever, hear a story by somebody who got in trouble from security or was thrown out who says they deserved it. A lot like people in prison......they are all innocent.

These are rules handed down by the NFL, not the Cleveland Browns. So I would guess some of these things are an issue at some stadiums (ie: Raiders, Eagles), so they just slapped a set of rules on all.
I would bet that final decision of banning you from the stadium will not fall on the head of a single person.And I think you all know what type of people they are targeting here, we have all seen them, and sometime wanted to go down and knock their butts down ourselves.
We don't have to agree with each other, to respect each others opinion.

The NFL definitely seems to want to subdue the fans, an interesting desire from a game that is so passionate. We know what they want, clean-cut folks with lots of money.
I wonder if they will deploy the same level of intolerance for bad behavior from the players. One incident and you're banned for life?
I don't mind the rules at all. It will definitely make the experience at the stadium better for those of us with good sense. But, I can see the issue of enforcement being a problem...who draws the line? "Drunkenness and signs of alcohol impairment"....is that two things or one thing? Drunkenness is drunkenness.
