It's been a while since I've been to this forum. What happened? There's refs now - didn't have that before. Who's running the board now?

You're confusing this board with another one. This is the board that was started when the Browns changed their forum.

I know that - it's the old Dawg Talk. But I thought that when it was started up after the official site changed to the new format, that there were no refs. I was disappointed to see the same "Don't mention Bill" statement here that's on the official site.

I really think you're confusing this board with another board, there's always been refs on this board.
PPE started this board and he still runs it.
The "Don't mention Bill" statement is there for a reason. It's purely a rumor and rumors are completely off limits here.
