I have attempted to re-create the depth charts for every NFL team. I have not included practice squad quarterbacks (e.g. Chase Daniel) and have not included quarterbacks on IR (e.g. Colt Brennan, Chad Pennington).
The information on paper helps show which teams have their "franchise quarterbacks" and which teams have a young quarterback in waiting.

I used ESPN.com and NFL.com in creating this information
Looking at the information, I have attempted to create a list of teams that could possibly draft a quarterback high. This list was tabulated using the above information. If a team has an aging quarterback but does not have a young quarterback in waiting (e.g. Seattle) they were included on the list.
NFC EAST- Washington NFC NORTH- Minnesota NFC SOUTH- Carolina NFC WEST- Seattle, Saint Louis
AFC EAST- Buffalo AFC SOUTH Jacksonville
San Francisco, Arizona, Cleveland, Oakland, Denver, and Kansas City will have to decide if their current quarterbacks are satisfactory or if a new one is needed.
Hopefully this information will be a launch pad to some interesting discussions. If a mistake was made, feel free to copy and paste the list with the corrected updates.

KC will not draft a QB early, they just threw 60 some million at Cassel.
Also, the thing that you did not include is free agency or likely cuts. Who from that list is a free agent next year? (I think Pennington, Clemens, Campbell, Tavaris all are, not sure who else). Who likely gets cut? (Anderson likely due to salary, and Delhomme and Bulger should be considered also).
I have Washington, St. Louis, and Jacksonville all taking QBs in round 1 in my mock, as well as Buffalo, Seattle, and Carolina in round 2. I have a gut feeling we sign a FA QB and don't draft one early...

The initial post states why the list was created so I will not re-post that.
It is definitely good to look at the list because it can help gauge where Clausen and Bradford may go.
If Mallett and Locker do declare the list can provide information on that as well.
A player may be categorized as a top 10 player but if the teams do not have a need for a quarterback, they will not be drafted that high.

I thought Charlie Batch was on IR.., Dixon played the other day when Big Ben was out with a concussion.. but he was the emergency QB.. NFC EAST- Washington: If ole whats his name keeps playing well, Washington may just resign him. NFC NORTH- Minnesota: I thought they were strong on Taveris before Favre became available NFC SOUTH- Carolina NFC WEST- Seattle, Saint Louis AFC EAST- Buffalo: What's wrong with Trent Edwards? AFC SOUTH Jacksonville: What's wrong with Garrard? Not sure about San Fran but Arizona and Oakland need to think seriously about a QB.. I watched part of a game with Smith at QB.. didn't seem horrible,, has he fallen? Arizona has Warner but no youngen to take over. Lienart looks like a bust.. Russell isn't going to get it unless someone comes along and can get inside his head.,. Gradkowski isn't the long term answer either. As for Cleveland, I'll watch these next four games before I make a committment on Quinn.. He's a good young man with a solid arm but he still needs work. I don't think his QB coach or OC are any help to him at all.. in fact I think they are killing this kid. That and not having solid receivers and the right side of his line being weak.. (the receivers might be good with time,, MoMass and Robo seemed fine yesterday to me,, and look what a solid TE performance can do for them) We'll see.. Next four games should tell us everything we need to know. I think that KC believes in Cassell and why not, with a good cast around him, he was pretty darn decent in NE... so the skills are there.. now go out and find something to put around him. (yeah, I know, it could have been Mcdanials as well ) But that doesn't mean they all won't look,, If San Fran is happy with smith, they still gotta go and look for someone to groom just in case. Same with KC.. and if we get rid of DA, we'll need someone also. Not at all sure Ratliff is any answer.

First off, I love that you spelled out Saint Louis. For some reason that kills me.
I think your list is pretty accurate. Although, I would say that the only way Jacksonville drafts a QB is if his name is Tim Tebow. David Garrard is actually pretty good and his team is 7-5 and as of right now the 6th in the playoffs.
Also, I don't think Arizona will draft a QB. Matt Leinart looked pretty good in the Tennessee game. And only lost it because of the epic drive by Vince Young.
Denver seems pretty content with Kyle Orton and he has been successful this year.

No offense, Daman, but I think we all know that Trent Edwards is not long for his starting job in Buffalo.
He's been downright awful since his concussion and even got dominated by the Cleveland Browns.
Edwards may in fact be the worst starting QB in the NFL this season...well, other than Anderson, of course.

Trent Edwards is not even starting in Buffalo anymore anyway. Ryan Fitzpatrick is.

That's my point, Edwards was horrible when starting. Fitzpatrick has actually been out performing him.
The Bills are a lock to sign or draft a QB, IMO.

We will not draft a QB in the first 5 rounds if at all.
Brady is doing fine learning under fire, look he's got no running game to work with or take pressure off him, he's throwing to rookie Wr's, a ex-college QB still learning how to lay WR along with Furry who spends more time of Defence than offence, has no TE to drop off to, with all that being said even with weapons he would still make mistakes, he's gotta learn under game situations, he's still gonna struggle at time, but has shown, he can do it, lets give him a chance.
DA will be traded in the Off season for draft picks, I didnt say high picks but he will be gone Ratcliff will be 2nd and a FA will be at 3rd string.
We need to fill alot more holes than QB.
Quinns learning, it takes time it dosent happen overnight, If we start him remainder of this season he will be better next and should be well seasoned bye 2011 seaon.

I wouldnt mind a QB in the 3rd if Lefevour happens to fall or Pike in the 4th or 5th. Let Pike sit for a few years and add some weight and he will be a fine QB.
Keep Quinn, trade DA for anything you can get, get a 2nd day pick rookie to back up Quinn and Ratcliff.

I would have agreed with this statement in past years. However, the NFL is changing. Teams are operating more spread offenses which will help qbs like McCoy and Bradford in their draft stock and development.
Prime example is 49'ers Alex Smith. The team is now employing more spread offense which is playing to his strength and also more comparable to the offense he had success with at Utah.
