The United Nations is set to act as earth's first contact with aliens. They're appointing Mazlan Othman, a Malaysian astrophysicist, to head its Office for Outer Space Affairs (UNOOSA), reports the Telegraph. With the recent discovery of hundreds of planets around other stars, it has made the detection of extraterrestrial life more likely than ever before, Othman will tell a group of scientists at a conference this week. Similar to the agency in the movie Men in Black, UNOOSA will have bases in Vienna, Bonn and Beijing as well as a highly skilled staff. The plan to make UNOOSA the coordinating body for dealing with alien encounters will be debated by UN scientific advisory committees and should eventually reach the body's general assembly.

say what you will, but I think its extraordinarily self centered to think we are the intelligent only life out there. add to the fact they say the universe is around 15 billion years old and the earth and our solarsystem is about 5 billion years ...imagine what some of the other older Solar systems may hold....
That being said I dont know if its more strange that NATO is starting a program like this or more telling...

Given what I see, I think it is extremely arrogant to think that humans qualify as intelligent life.
And whether I think there is life out there is irrelevant.. have we made any light or radio communication yet? Do we have any signs or signals that its out there? Not that we know of.. so why are we wasting time on this? So that if the ship lands and they say "Take me to your leader" that we can take them to this Malaysian dude? I'm sure that's what the people in the trailer park in Arizona are going to do...
...or maybe we have already made contact, maybe we know they are on their way, maybe the ship will be hovering over big cities all over the world real soon.... *cue scary music*...

 Yes, they do. The top three are the U.S. 22%, Japan 16, and Germany 8% of the total. China - 3%. In FY 2009 the President requested 1.4 trillion for all of the agencies related to the UN and its operations/issues.

It WAS sarcasm....
but is devoting a considerable amount of your available resources including some of your smartest minds to coming up with bigger and better ways to kill each other intelligent? Is strapping a bomb to yourself and blowing yourself and others up for some perceived political or religious cause intelligent? Is hating each other because of the color of your skin or the nature of your intimate relationships intelligent? Is raping and murdering and stealing and beating your fellow men and women intelligent? Is spending billions and billions of dollars on sports and entertainment while half the planet lives in abject poverty and kids are starving to death and dying from easily preventable disease intelligent? Is hating people because of a faith they have (or don't have) intelligent? Is working 80 hours a week to have a bigger house and faster car than you need while never getting to see your family intelligent?
You can give me the scientific definition of what constitutes "intelligent life" and I'm sure we meet that definition, after all, we as people created the definition so of course we would have made it so that we fit our own definition..... and I will give you my "observational" definition of what constitutes intelligent life... and from what I see as a species, we ain't all that bright.
Sorry if I sound like a flaming liberal but most people judge whether or not there is intelligent life out there based on how they compare to us intellectually, technologically, etc... in my estimation, if we find TRULY intelligent life out there then it will be able to reason and do other things humans can do and still be at peace with each other...

While that is the correct way to look at it, they'll blow us right off the planet -- just as they would expect we might do,....

On February 4, 2008, the President requested $1,529,400,000 for payment of U.S. assessed contributions.
