But are we assuming free agency could be on as early as Monday? I didn't think that was the case ... but

According to ESPN’s Adam Schefter, once the deal is ratified, free agency and training camp likely will begin on the same day

I think that he corrects that in the bottom part of the article.

Ok - Understood on that. I guess I'm just confused if NOTHING can occur for 5 days, or is it just camps? Or how about ANY free agency signings? Or even signing our own RFA's?

Just wasn't sure what the specific timelines were

The players' association's plan calls for the NFLPA's executive committee to meet in Washington, D.C., on Monday. If all agreements have been reached by then, the executive committee is expected to vote to recommend the CBA and recommend recertifying as a union, the source said. After that, the 32 player representatives also must recommend the CBA and recertifying.

If the executive committee accepts the new CBA, the source said, players from certain teams would be allowed to report to training camps on Wednesday and players from other teams will be asked to report to camps Friday. The hope from both sides is there are enough votes to recertify the union by as early as Friday.

The NFLPA needs a 50-percent-plus-one-vote majority of the players in order to recertify its union and accept the terms of the CBA.

The NFL announced Thursday it would open its doors to players under contract two days after the NFLPA executive committee accepts the CBA and settlement terms from existing lawsuits and free agency would start the day after the union is recertified. Therefore, under this tentative schedule for recertification, the the pre-league year buffer period could start Wednesday. Under that scenario, teams could potentially open contract talks with their unrestricted free agents, restricted free agents and draft choices although deals would not be able to be signed until the weekend. In that scenario, teams would also be able to renegotiate contracts with players from their own team starting as early as Wednesday.

Upon recertification of the union, free agency could start at 2 p.m. ET on July 30 and rosters could expand to 90. Left uncertain is when undrafted free agents would be able to sign

This was the time line that was stated earlyer if the 32 members of the players reps were to vote on Monday to recomend for the players to vote on the new cba and recertification.

Now they are saying they would have to wait 5 days..... for what?????/

NFL lockout 2011: Owners and players have reached agreement on new labor deal to end lockout: Report
Published: Sunday, July 24, 2011, 3:01 PM Updated: Sunday, July 24, 2011, 3:04 PM
By Starting Blocks The Plain Dealer

CLEVELAND, Ohio -- The National Football League's owners and the NFL Players Association have agreed on the remaining issues that stood in the way of a new collective bargaining agreement between the sides, according to sources, ESPN.com reports.

The sides appear ready to settle on a 10-year contract, and if all goes according to schedule, training camps will be in full swing by next weekend.

Part of the ESPN.com report:

Despite the fact the new agreement will require a majority vote from the players, that part of the deal between the two sides is considered a formality, according to sources.

The NFLPA is making plans for a major press conference Monday. But first the player reps' executive committee is scheduled to fly to Washington, D.C., on Sunday so they can vote Monday.

Just as the NFL would not have called a vote Thursday in Atlanta without knowing it would pass in the way it did -- 31-0 with one abstention -- the NFLPA would also not be going forward without that assurance.

According to the report, the NFLPA executive committee will vote on Monday whether to recommend approval of the new collective bargaining agreement (CBA). The player representative from each of the 32 teams will then vote whether to recommend approval of the contract.

More of the timeline, from the ESPN.com report:

• Wednesday: Players from some teams report to facilities and vote whether to recertify the NFLPA as a union and accept the proposed CBA. If the NFLPA has gotten the necessary votes, teams can also start contract talks with their own players, including free agents and draft choices.

• Friday: The remaining players report and vote whether to approve recertification and the CBA. If the NFLPA then receives the necessary 50-percent-plus-one-vote majority in approval, then it recertifies as a union.

• Saturday: Free agency starts and teams can officially sign players.

It looks as if sometime tomorrow, there will be more details released and that should clear lots of stuff up..( like which teams will report Wed and which will report Friday)

Here's one more question for everyone (though I know no-one has the answers yet) ... what the heck does this mean for the supplmental draft?

Is it still going on sometime in July? AKA ... this week? I doubt it.

What date was it set for before?

I'd suspect that if there was a date set, the actions of this week wouldn't interfere much at all

Terrelle Pryor might not be eligible for supplemental draft
Posted by Josh Alper on July 24, 2011, 4:14 PM EDT
Terrelle Pryor AP

One of the discussion topics that was an easy way to fill a few minutes during the lockout was the one about whether or not Team X would take a chance on taking Terrelle Pryor in the supplemental draft.

The former Ohio State quarterback left school after getting suspended as part of the merchandise for cash and tattoo scandal that wound up costing coach Jim Tressel his job. Pryor’s athleticism has drawn a lot more accolades than his acumen as a pro-ready passer, but it’s been widely assumed some team would step up and roll the dice.

We might have to wait a bit longer to find out which team that will be.

Alex Marvez of FOXSports.com reports that there might be a major obstacle in Pryor’s path to the NFL. He might not be eligible for the supplemental draft, which, as it happens, hasn’t been scheduled yet.

“If there are no players eligible for a supplemental draft, there is no supplemental draft,” NFL spokesman Greg Aiello said. “It is for players whose circumstances have changed in an unforeseen way after the regular [college] draft. It is not a mechanism for simply bypassing the regular [draft].”

The usual examples of such circumstances would be academic ineligibility, getting kicked off a team or graduating and deciding to leave school. Pryor does not qualify on any of those fronts as he was suspended, not ineligible, for part of the 2011 season.

Aiello told Marvez that decisions about eligibility are made on a case-by-case basis and Pryor’s eligibility will be decided by Joel Bussert, the league’s vice president of player personnel/football operations. The specifics of Pryor’s case could lead to him being ruled ineligible until the 2012 draft, where he might be at a disadvantage after a year without football.

The supplemental draft is usually held 10 days before camps open, but the lockout has made it impossible to schedule yet and it is likely going to be a lesser priority than getting other things, namely free agency, up and running once the CBA is signed, sealed and delivered.

Anyway ... the new CBA includes a 90 man limit on the off-season roster ... but did it expand regular season rosters? I can't find anything about that anywhere, and I thought that was something in line to be addressed.

Wouldn't he just be an undrafted free agent able to sign with any team? I expect the same status for anyone leaving the UFL which is rumored to be done or nearly done.
Able to sign anytime after free agency begins even during the season.

Why are people still talking about how the Owners voting Yes last week was some sort of "power play" ?

The Players agreed to the deal... The Owners got nothing else out of it by "bamboozling" anyone...

Can we just say it like it is.. The Players didn't want to LOOK LIKE they were voting on the deal when the Owners TOLD THEM TO...

Sure they had to look it over... but thats only part of it...

I don't think he would be an undrafted free agent. If he is then what's stopping someone from leaving school like he did to choose what team they want to play with? That's the whole point of the draft and supplemental draft.

I am just guessing here, but my thinking is a player would have to wait until his class graduated before we could saunter around calling himself a undrafted free agent....

I suppose I can call myself that.

He would have to have been eligible for a draft in order to be an UDFA.

A freshmen cannot fail to decalre for the draft, then decide that he wants to be a pro just because .......

There are specific criteria for who is eligible for the draft and who is not. Then, those who missed the regular draft because of a very limited number of reasons can apply to be included in the supplemental draft.

It seems as though Pryor may not qualify, given the fact that he quit school (after a partial season suspension) rather than being suspended for the year, being ineligible fto play for the entire year, or graduating early.

He may have stuck it to himself. That's a real shame.

Mort had a good pdf breakdown of the CBA...

I believe I saw an increase of gameday rosters by ONE...And the 3rd QB cannot be an Inactive...

Basically a nill point...

But now you'll be able to play the 3rd qb before the 4th quarter and still bring back the starting qb if you want to.

That sucks.

It would really help a young team like the Browns to be able to play some of their young, developmental type guys in lost cause type games and see how they do in game situations. (especially with new limits and restrictions on full pad practices)

I was hoping for a 57-58 man roster, with fewer limits on game day available players.

I guess that also means that a team can't sign him as an UDFA?

He does have options,, CFL for one

Earlier Brees e-mail listed open issues as of Saturday

Posted by Mike Florio on July 25, 2011, 12:01 AM EDT

In the wake of Thursday’s unprecedented confusion, with the NFL approving a labor deal that the NFLPA* either hadn’t seen or wouldn’t accept, plenty of you have asked for a full list of the open issues that existed.

Via an e-mail sent to teammates on Saturday, Saints quarterback Drew Brees — a member of the NFLPA* Executive Committee and one of the 10 named plaintiffs in the Brady antitrust class action — listed the remaining areas of dispute.

Here’s a summary of the e-mail, a copy of which we obtained earlier tonight.

For starters, Brees said that a few of the open issues are “deal breakers.” Though it may simply be rhetoric, it’s a troubling sign at a time when things are supposedly close to being done.

Brees identified three primary outstanding issues: (1) workers’ compensation; (2) minimum cash spend; and (3) injury guarantees.

As to workers’ compensation, Brees writes that “the NFL is trying to impose a system where they can restrict which states we can file for workers comp.” He calls it a “major benefit when it comes to long term health care,” and he vows that “[w]e will never let them restrict our health and safety long term.”

As to the minimum cash spend, Brees writes that “we want to force owners to spend a minimum percentage of the cap every year in cash.” Brees adds, “We cannot have teams like KC spend only 67% of the cap like they did in 2009. It doesn’t matter how high the cap is if they are only going to spend that much. So with a minimum in place, it requires all teams to be at or above that minimum. More money in players pockets.”

As to injury guarantees, Brees explains that “you will have at least a portion of the your contract guaranteed for injury for the first 3 years of your deal.”

Brees also addresses the recertification of the union as a pending issue to be resolved. “As you know, when we were locked out on March 11, we were forced to decertify as a Union so we could sue the NFL under the anti-trust laws and file for an injunction saying the lockout was illegal,” Brees writes. “That lawsuit is the Brady vs. NFL case. As part of the settlement for that case (in other words, as part of this deal getting done), the NFL would require us as players to reconstitute as a Union. Why? Because it protects them from the anti-trust laws and keeps them from getting sued by everyone for acting as a monopoly.”

Brees fails to mention that this also will protect the draft from legal attack by the likes of Andrew Luck, which in turn will preserve the rookie wage scale. As he should have said, “More money in [current] players pockets.”

Brees then lists six areas in which he wants to see “significant improvements” after recertification: (1) disability benefits for retired players as well as a revamped disability system; (2) all other benefits; (3) regulations for team doctors, physicians, trainers, etc.; (4) drug policy; (5) personal conduct policy; and (6) regulation of agents, financial advisors, etc.

As to the last point, the players don’t need concessions from the league. The NFLPA* can do whatever it wants by way of regulating agents and financial advisors.

Brees also explains that the league’s proposal could force the players to continue to operate under the non-economic terms of the 2006 CBA, if a new agreement isn’t reached on those terms within three days after recertification. You know, the same noneconomic terms of the 2006 CBA under which the players were more than willing to continue before the lockout.

Brees closes the e-mail with the following rallying cry:

“This has been a long and tough process, fellas. We can see the finish line, but there are still some hurdles to get through before we can present this deal to you. And we must make sure that we do things the right way, both legally and morally. If we decide to reconstitute as a Union, that is something every player in the NFL will have to sign off on. We will only recommend that to you if we feel it is in the best interest of the players. And we will only recommend a deal to you if it is a fair deal. We are not there yet.

“Our legal team will be working tirelessly through the weekend with the NFL attorneys. De Smith will also be in constant communication with Goodell as they continue to hammer through these make or break issues.

“Stay tuned for daily emails that will keep you informed and feel free to contact me or [Jon Stinchcomb] with any questions or concerns. And please don’t believe anything you read or hear in the media. It is all speculation. They have no clue as to what is going on. They print what sells. If you don’t hear it from us, take it with a grain of salt.”

Well, we’ve got a clue as to at least one thing. Make that two: the contents of the two e-mails Brees has sent to his teammates.

Besides, Drew is grossly underestimating the media when claiming that the media has “no clue” as to what is going on. Surely, plenty of people with knowledge of the various facts and issues are talking to the media.

The more likely reality is that Brees and the rest of the NFLPA* leadership don’t want the players to be influenced by anyone but the NFLPA* leadership. The easiest way to do that is to issue a blanket statement that the media is full of crap.

Even if, you know, we aren’t.

web page

SHEP, SHEP, SHEP...did you know how many outstanding issues remained?

While the media reported agreement on major issues, I'm a little surprised at how many issues remain, unresolved.

Hopefully the outstanding issues will be quickly resolved once the Union recertifies so the players are not voting on a incomplete agreement/contract.

Latest Brees e-mail suggests full free agency could start Tuesday
Posted by Mike Florio on July 25, 2011, 12:09 AM EDT
nfl_a_brees_sy_576 AP

Saints quarterback Drew Brees has spent plenty of time composing e-mails to teammates of late. His most recent message, a copy of which we have obtained, suggests that full free agency could open as soon as Tuesday.

Here’s the full text of the message.

“As has been the case with this entire process, it looks like the details and schedule has changed for training camp and free agency,” Brees writes. “This is the latest although I cannot confirm anything at this point. I just want to make you aware as to what is being discussed so nothing catches you by surprise.

“Free Agency - It now looks like free agency will begin at noon on Tuesday and it will be open free agency. There will be no 3 day grace period for teams to sign their own players. It will be open for anyone to sign anywhere.

“Training Camp - It looks like the NFL is trying to force teams into camp on time. This would move us to a report date of Thursday, July 28. We would have physicals, conditioning, and meetings on this day.

The day before would be a travel day and the hotel would be open that night for guys to check in as well as physicals but nothing mandatory until Thursday.
“I will keep you updated with the latest information. Unfortunately, it tends to change very quickly. Just stay prepared for anything.”

That last message applies to all of us, really. As the craziest week in recent memory comes to a conclusion, an even crazier week could be starting.

This one interests me. As I recall reading the owners want this because players were filing for workers comp in California, which I would assume is because it's easier to acquire or because the benefits are more?

I have a little experience with W/C from an employer standpoint. And yes, if they file in California vs Ohio for instance, the payout could be greater in California.

The NFL, from what I am gathering, is requireing them to file W/C claims in the state in which they work.. Meaning, the Browns and Bengals players need to file in Ohio, while the Steelers and Eagles need to file in PA.

I see absolutly nothing wrong with what the NFL is asking.

CAVIAT: I'm not sure I completely understand the NFL Position so I'm sure that there are facts not yet out there... But from the experience I've had and the stuff I've read, I think I'm right.

At any rate, that must have been resolved already so it's moot. Otherwise, there wouldn't be a vote today...

A question on the W/C, say I work for an Ohio-based company but get injured doing a job in a stadium in LA. Where would the claim get filed?

What if the company (NFL) you work for is "based" in several major cities? Is it where the worker lives, where the company lives, or where the injury occurs?

If you are smart you file in cal where they are very worker friendly. Ohio and Kentucky pretty much let the company make their own rules on workmans comp.

Wouldn't he just be an undrafted free agent able to sign with any team? I expect the same status for anyone leaving the UFL which is rumored to be done or nearly done.
Able to sign anytime after free agency begins even during the season.

All players must enter the NFL draft once to be eligible for free agency in the draft. The reason most UFL players can go straight into free agency, is because they went undrafted in the NFL before joining the UFL.

If Pryor is found to be ineligible for the supplemental draft, then he could go into the UFL if he chooses (although, I'm not sure of their rules), but would have to declare for the NFL draft in April if he wanted to play.

Latest timeline confirms that free agency could start Tuesday
Posted by Mike Florio on July 25, 2011, 9:01 AM EDT
-2 Reuters

At a time when it appeared that Saints quarterback Drew Brees was on track to being even more clueless than the media when it comes to pegging the start of free agency, Brees could be right on the money.

Adam Schefter of ESPN has the “latest timeline” for the return of the NFL, which he says is subject to the approval of the NFLPA*. (It they truly have a done deal, shouldn’t they also have an agreed-to timeline?)

Per Schefter, the new league year would start at 4:00 p.m. ET on August 2, eight days from now.

Before then, however, the NFL would be back in business. Teams would be able to sign their own free agents this afternoon. Teams also would be permitted to begin negotiating trades, which would become official on Saturday.

Also, teams would be permitted to start signing free agents at 12:00 p.m. ET on Tuesday. Those contracts would not become official until August 2.

Also, 10 teams would report Wednesday, 10 would report Thursday, and 10 would report Friday. The final two teams, the Jets and Texans, would report on Sunday.

The reporting dates apparently will land 15 days before the teams’ first preseason games. (If NFL.com hadn’t taken down the preseason schedule, we could figure out who will report when.)

Training camp officially would open on August 2, even though every team will have reported by then.

So, after six months on the roller coaster, it’s time to fasten your seat belts.

You are supposed to file in the state the injury took place. At least that's my understanding.. unless somethings changed.

But like Mour says,, if you can, file in California,, it's a better environment.

Here's another side to this.. My company has people working in 26 states. None in California at this point.

So, what I don't understand is this, if I don't have anyone working in California and my insurance isn't covering that state, how would someone file there.

Would that mean a Brown, working in Ohio, gets injured in a game at CBS. How could he file in California if the Browns aren't set up there?

Further, What if a browns player gets injured in a game in San Diego.. Does he file there or here.

The NFL is different in that respect and to those questions, I have no answers. I"ve never been exposed to that

I think the players would file in whatever state they were injured.

Get hurt in Cleveland, you file in Ohio. Get hurt in New Orleans, you file in Louisiana.

If everybody had like minds, we would never learn.
