Several reasons.
First, there's the simple fact he isn't worth nearly $8 million, which is what the 2012 tag is for RB's.
Second, that money heavily bites into our ability to sign free agents. I believe the current number for us is $19 million. Give Hillis $8 million, and suddenly we're at $11 million. That number has probably gone down quite a bit with the signing of Jackson, but I won't hazard a guess as to how much that has gone down.
Third, the Browns are a team that operates on a non "all-in" budget, unlike teams such as the Steelers, Cowboys, and Deadskins. That means while we may have X-amount of dollars under the cap, we are highly unlikely to go right up to that point, so the effective number we're dealing with in terms of available money goes down even further.
Fourth, I would make the argument that tagging Hillis doesn't really fix a real problem. It's an ridiculously expensive band-aid.
In the end, I can't see how tagging him would make a lick of sense.

On one hand, I'm happy DQ is in the fold. He was good last season. On the other, that seems steep for a guy who, it seems, has spent as much time on IR as he has on the field. I hope he stays healthy.

Well, we're all best served to wait until we see what the real numbers are before forming opinions.
Remember, Albert Haynesworth got a "$100 million" dollar deal.

I'd prefer Miller over Polk. But if we didn't get him, I'd like Doug Martin with a trade up into the 2nd or Bernard Pierce in the 3rd.

Pierce looked stiff and sluggish during drills, makes me think he is not a good fit for this O. Kid from Utah St. looked like a monster with all kinds of agility. Hell looked like he had it all to be honest.

Glad to hear it. I was really down on him coming into this year, but he really changed my mind with his play.
I would suspect that Dawson gets the Tag, if anyone does. I can't see us dumping $8 million, or whatever it is, into a one year deal for Hillis.

I like Dawson, I really do and I want him to retire in Cleveland... but who helps us win more games over the next few years, a healthy and motivated Hillis or a healthy and motivated Dawson? I believe Hillis does.

Yes I did. I saw how much worse we sucked without him. I saw him come around at the end of the season and play well...
And if you notice my post, you notice that I said over the next few years.. meaning we sign him.. not that we franchise him. I think we can get him for a lot less than $7 million.. but I don't think 5 years with an option after 4 is all that unreasonable.

I'm not sure where I stand on tagging Hillis - but I'm going to at least argue for the pro side:
I concede that paying $8M for Hillis is more than his actual value to the team, but:
1.) Running Backs break down very quickly - especially physical runners like Hillis - it would be much better to overpay grossly for one year than to pay him what he is worth now -- but lock in that rate for 3-4 years. 3-4 years down the line, a rate that is reasonable now might be a much worse overpayment than $8M for his current production.
2.) We have no cap problems this year, and there is no way we are going to use up all of our cap room, even if we franchise Hillis. The only difference is whether we have $5M in cap room after free agency, or whether we have $13M left.
3.) Regardless of whether I'm giving the ball to McCoy to prove himself, or bringing in a new QB, I want an RB who is familiar with the system and the blocking assignments - don't create any more pitfalls for an offense that's already sputtering.
4.) In the end, if Hillis has a great year, then he was worth the money, if he has a bad year, you might save money in the long run when you get a cheap contract next year.

Class act guy.. after watching his presser.. u know he loves this game.. and loves this city.. Heart felt moment for sure.. almost like he was retiring in a sense the way he teared up.

Dqwell is a class act and above AVG LB in a 4-3 and 19mil guaranteed is actually a good, fair deal with the new CBA....salaries will skyrocket, so you can't really compare them to past deals
Dqwell along with Rubin represent the heart and soul of this Defense for me...add Haden, Ward, Sheard, Taylor, Gocong all AVG or better players at their positions, all under contract through 2014...that's 7of11 starters on D, that we will watch for the next 3 years...when was the last time that happened?
Finally a FO that gets it and does what it says. That's HOW you build a team, an identity...re-sign and reward your own good players, that's what a classy FO with a long term plan does and players will appreciate it...vets will praise the organization to younger guys and younger guys see that good play will get rewarded, they aren't "stuck" in Cleveland because they got drafted by the Browns...

Draft Richardson, We get a top notch RB and save mega $$$. We then, if we choose, can sign Hillis to a 3-4 mil/yr contract for the tough yds. If not, we got our RB of the future already.

just clicking, but I am sorta lost on this. if Tom Heckert is/has been sick and laid up after his surgery who did this deal? I am more than happy it got done, and look forward to watching DQ finish his career as a Brown. My only concern is who pulled the strings on this deal.

It could have been something that they were working on for the past few weeks. Maybe Tom gave the OK on the 'target number' and his salary cap guys with the financial experts worked out the legal jargon over the past week or two? Plus it takes time and I'm sure there were a lot of days where they called into him and just said "Hey ... here's the status of the D'Qwell deal. We offered X ... they countered with Y. We'll talk to them tomorrow ... go back to sleep"
