Latina Huntington Park Council Member claims city problems caused by ‘Americans’

A public comment from a Mexico-born Huntington Park City Councilwoman has sparked a controversy after she blamed “the Americans” who served as past elected officials for problems with residential and business water meters.

Councilwoman Rosa Perez, who was elected in 2011, stunned the mostly Spanish speaking audience in attendance at Huntington Park City Hall last week when she blasted residents with the comment “I wanted to come into (elected) office, and to see what the problems are in the city and try to bring solutions to them. A big problem is that people think that when the Americans were in office everything was all great and when the Latinos came in, then all the problems came in.”

Perez continued in Spanish by claiming, “but the Americans did a lot of these contracts that are costing us (Latinos) much money.”
Several residents immediately reacted with loud yells in protest to the comments.

Perez went on to say in Spanish that “people are asking where the money is going?”

“Most of the money is not going to pay the chief of police or the city manager, maybe the (city) attorney is making a little more money, but, ah, this is not where all of the money is going. (And) I didn’t make these contracts, the contracts are from years ago, I have always said that I don’t need power, you know me, you know I got in here to help the city,” Perez said with her voice rising louder and arms waving in the air.

“The city has to pay its own expenses. I don’t expect you to pay for the water I use, but don’t expect me to pay for the water you use. We are not happy about this,” Perez said.

Perez was reached by Hews Media Group on Friday at her office at County USC Medical Center where she serves as a mid level manager in order to get a clarification about her comments.

“I have lived in Huntington Park for 37 years, and I am new to this city council. It hurts me to see that residents blame me for everything,” Perez said.

“You are going to print whatever you are going to print. I can’t stop that,” she said.

“I am not going to apologize for anything I said in that meeting. I speak for my people, and we have real problems here in Huntington Park,” Perez said. When asked for a clarification Perez said, “It means whatever you want it to mean.”

Perez said that there is an active campaign to discredit her and other city council members who have political ties to former Mayor John Noguez, who is the embattled current Los Angeles County Assessor.

Noguez help fund Perez winning campaign for city council in 2011, as well as the campaigns of his cousin, Vice Mayor Elba Guerrero and another political alley Councilman Andy Molina.

Linda Guevara, a former HP city councilmember, told Hews Media Group that she was “outraged” by the comments of Perez. “What the hell is wrong with this councilwoman? Huntington Park is located in the United States, and we are all Americans,” Guevara said.

Another longtime Huntington Park resident Marilyn Sanbria, a Phi Alpha Delta Law Fraternity International member said it is “disheartening that a woman of this caliber, and of that position, to make such a racial statement.”

“Her statement shows a lack of knowledge of the history of leadership in Huntington Park and a divisive comment that does not reflect the professionalism of her position,” said longtime Huntington Park Karina Macias.

wow. while i do believe that she wants to do the best for her city and that she may have a point that people are inappropriately blaming their problems on easy-to-point-to racial/demographics changes, this comment is just plain ign'int.

Can't turn around without tripping over an idiot running for office.

I'm kind of surprised that being a citizen isn't a requirement for holding office. Or was she just afraid to say white people? Or black people? Or whoever held the seats before "the Latinos came in?"

Well she could still be a citizen. Just because she was Mexican-born doesn't mean that she didn't apply for citizenship. My wife is Filipino-Born and has her interview for citzenship late September.

But I think she is quickly pulling the race card when she should just blame the previous administration. By pulling the race card, she's no better than the people blaming her for being the problem because she happens to be latino.

The town is 95.5% Hispanic..... So who was blaming whom again?

In a way,she's correct.
At one time this was a beautiful,well kept little village.The mexicans moved in,the Americans moved out and all the problems started.

If it is a true story, then it is what it is. How can you be racist for relating something that actually happened? Now if you are implying that everyone of whatever race is involved is the same way, then yeah, it would be racist.

Applying that to this story, this woman said something stupid. There could be many others with the same attitude as her, but she does not represent all people of Latino heritage. There are many Latinos who spoke out against what she said.

Just a side note, Hispanic is not the right term for a person of Mexican descent. They are Latino. Hispanic is based on the island of Hispaniola and surrounding areas. Hispanics are Puerto Rican,Dominicans, Cubans Etc.

I think she's claiming someone is an enemy who isn't really an enemy or she doesn't feel that she's really American but Mexican.

It appears that the Huntington Park City council has had hispanic/latino council members for awhile now. Going back to 2003, all the candidates had spanish surnames which are typical for latinos and hispanics. Going back to 1999, I did find a mention of a latino council member(Rosario Marin) that won a second term that year, which means they were on the council since 1995. I'm still looking for further mentions to the previous makeup of this council, which she is trying to claim "Americans" screwed up the city and by the term "Americans" I am assuming she means "white people." So far, going back to 2003, it does not appear there was an "American" in what I view her sense of the word to even be on the council.


Ok, I found some more information. This first latino to serve on the city's council was in 1990 as two latinos(Luis Hernandez and Raul Perez) got elected that year. source

So basically, for the "Americans" to be the cause of the problems, these problems would have needed to arise 22 years ago as the newer people in control now took control of the city's government.

But if she doesn't mean "Americans" to be "white people," she has bigger issues running a city in a different country than what she thinks she is in.

I'm sure they were upset because they do feel they are indeed Americans and feel that she is blaming them. Or there were non-hispanics that knew spanish in the crowd or people upset that she was speaking spanish instead of english in a city council hearing. But I'd say it's a bit of all and then some. But another thing to keep in mind that just because the city is predominately populated by Hispanics/Latinos, it does not mean they all vote as a large portion are illegal immigrants, not that their status never stopped them from voting in elections before. This is an issue in a lot of these SE Los Angeles cities. You have a large population, but hardly any voters because most of them are illegal and cannot vote. It's one of the possible reasons how those in a close city(City of Bell) kept power and were able to corrupt city hall for their own monetary benefit as not a lot of people voted because they couldn't.

I could be wrong on the Latino/Hispanic thing. That's how it was explained to me by a Puerto Rican friend and a Mexican friend, at different times. They told me Latino refers to Latin America, while Hispanic refers to Hispaniola. They could be wrong too though.

Girlfriend from Costa Rica calls herself Hispanic as well as Latin American (never heard her refer to herself as latino). But Hispaniola is Hati/Dominican Republic. So Hispanic being from Hispaniola makes no sense. Just can't be true. Because, have you ever heard a Hatian called Hispanic?


As for this woman........ She sounds pretty passionate, lol. As for the water contracts, who knows who was in office when those were made (I mean they could be from 10 years ago). But it's pretty lame to attack the "white people". As someone said, "Past administrations" is a much better way to go about it


I mean, go and blame all your problems on "Black People" or "Hispanics" and you'll straight up be called a racist. So it goes the other way too........

In general (from what I've learned from my spanish speaking friends) most people use the term Hispanic now to capture anyone who speaks spanish... I don't think that was the original use of the word, but it is what it is...

Latinos are people from Latin America...

Thinking about this a bit more I really coudl care less if she speaks Spanish in her speeches... she is in a predominately hispanic district so speak spanish... as long as she (as an elected official) is fluent in English as well, I'm fine with the language.

What I got upset about is that she throwing out a blanket blaming of 'americans' where she, as an elected official, is an American the last time I checked... I hate politics... both sides always blame each other for everything... but i think overall both would agree we are all Americans and have to share this great country...

The way her speech goes as well it sounds as if she is blaming white Americans for the problems that her constituents are having which is a pretty slippery road...

Of course in the grand scheme of things we're talking about a City Council member in California that really doesn't have much if any affect on me... so I'll chalk this up to those crazy Californians
