Who Pays America's Tax Burden, and Who Gets the Most Government Spending?

by Scott A. Hodge, Gerald Prante and Andrew Chamberlain

Special Report No. 151

"Executive Summary
While many studies answer the question of who pays taxes in America, the question of who gets the most government spending is often overlooked. Just as some Americans bear a larger portion of the nation's tax burden than others, some Americans also receive a larger share of the nation's government spending.

This report summarizes the key findings of a comprehensive 2007 Tax Foundation study of federal, state and local taxes and government spending. The results show that when we consider the distribution of government spending as well as taxes, it provides a dramatically altered view of how U.S. fiscal policy affects Americans at different income levels than is apparent from the distribution of tax burdens alone.

Overall, we find that America's lowest-earning one-fifth of households received roughly $8.21 in government spending for each dollar of taxes paid in 2004. Households with middle-incomes received $1.30 per tax dollar, and America's highest-earning households received $0.41. Government spending targeted at the lowest-earning 60 percent of U.S. households is larger than what they paid in federal, state and local taxes. In 2004, between $1.03 trillion and $1.53 trillion was redistributed downward from the two highest income quintiles to the three lowest income quintiles through government taxes and spending policy.

These findings suggest tax distributions alone do not tell Americans how much the nation's fiscal system is helping or hurting low-income households. To answer that, we must look beyond tax burdens to government spending as well. Lawmakers who ignore the distribution of government spending risk making policy judgments based on an incorrect set of facts about the United States fiscal system."

While being at or below the poverty line should be no ones idea of the American Dream, it seems as if we have groomed huge segments of our society to simply accept the largesse of others as they "settle for low common denominators" on life's scoreboard.

Well of course we have. That is why there are GENERATIONS of families living exactly as thier parents did which is off the tit of our generosity. I have no problem giving a helping hand where it is needed and people are at least giving a little effort to better themselves. What I detest doing is giving slobs a handout and watching the only interest in their pathetic lives being to watch for the mailman on the 1rst of the month. Oh that doesn't mean that they deprive themselves of creature comforts...oh no !

Being in that poverty level, I resent your ASSumption that I am following in my families footsteps. For your information, my Father was a Master Machinist and my Mother was a stay at home mom. We lived very well. Mom had stocks that she inherited from her father. I unfortunately have landed in a poverty situation due to the jerk that I married giving up on his own life and our marriage. (because of that all the pitance I make at work goes for bills so there is no money for me to put back to get out of this situation) I for one do not like being where I am at but I am not gonna sit here and bitch and moan about my financial status. I am a proud American that pays their taxes and DOESN'T live off the system. I have used Welfare once in my 43 years and that was to get back on my feet after I split from my first husband. I used it for 6 months and have never looked back. I have worked multiple jobs at once to make ends meet but found that by doing so I was just making more money to throw away getting to and from work. (never had any money, time off from work or sanity)

just my 2 cents

Which is EXACTLY what it should be used for. I commend you for not only getting back on your feet and standing on them once you did so but for also realizing that we are what are choices in life have made us and in the end we are responsible for our own sucess or failure. I am sorry if you thought I was attacking people of of lesser income bracket as that was not my intention.

I didn't take his post as being directed at everyone below the poverty line....just the ones that choose to be there.

Look get off my jock man, I'm having a bad day See what happens when you read something with a migraine slinging around the old brain pan? Comprehension levels go waaaaaaay down and ya end up saying what's on your mind. Ire, I reread what you posted and sorry if I jumped hard with both feet. But I do resent folks talking crap about those of us in poverty that DO work for a living. We don't take handouts...I can tell you right now that there have been MANY times over the last few years that I have refused help from anyone and everyone that has offered it. Fortunately jerkwad is trying to get a different job so that he will feel like he's contributing more. (or maybe he found out that the divorce papers are sitting on the lawyers desk!) So let me once again say...I shouldn't really try to read things when I have a migraine.

My God Mr. Pit is there no end to your dislike of George Bush?
I imagine his misplaced support of a struggling divorced mother of 3 was worse than telling her to get a 4th job?
Is Bush actually responsible for her situation or is perhaps her unfortunate life choices and unhappy life events the determining factor here?

Pit is disgruntled that this woman is actually trying to work her way out of poverty and a bad situation... John Kerry would have told her to quit 2 of them and let the government make up the difference....

Maybe, but I think he would have told her to quit first but then voted against that plan secondly.

Yes,and when her kids end up as criminals, you'll blame it on the parents for "not being there". The breakdown of the family unit and scream "Where were the parents!??"

Some people want to have their cake and eat it too. They claim if people work too much or aren't home, people are neglecting their family. Yet they'll complain about social programs in the same breath. They want it both ways. Just another example of hypocracy in our society.
