Always look for the blue check mark. If it's not there, it's either a fake or most likely no one worth listening to.

WTAM said they took his site down to "rebuild" it... I think it's a crazy time to rebuild a website, knowing you just told everyone to go there... Unless you have to change a few color schemes and pictures re and there

Like others have said, you don't take down a site to rebuild it. You would do 100% of your changes offline and then push the files to the server instantly.

100% correct. The only time you need to take a site down is if you are making server changes. Even with updating server hardware, downtime is minimal <30 minutes.
