I think the safest thing for the Browns to do is sign Hoyer and give him the starter job for next year. Tell Manziel he's the back up. He needs to do more sitting.
Then hope that Hoyer's struggles this year were because he hit a wall.
Trading up for a QB is idiotic.

Why did it take getting benched for Hoyer to wake the hell up? Sometimes that's what it takes. Plus there is no pressure and he has nothing to lose.. no playoffs, lose of starting contract money...why not play loose and show your toughness and versatility?
