Makes me wonder just how many games are won on these types of calls? Was it close - maybe - but you see it time and time again - inconsistent tight calls that have a real impact on game outcomes. At least in Basketball - especially in the tournament, there is a 'let them play' mentality..

 That is pass interference. As Pereira said on Twitter: Tirico described it perfectly. Arm on the shoulder used to propel the defender up and keep the receiver down. Not a mystery at all.

I think I argue the "propel" portion -- if the receivers left shoulder stays down in the next frame and he can't elevate his elbow - then I would agree. Kinda like 'incidental contact' as a judgement call...
