Partial scouting report per SBNATION:

Arm strength: The football comes cleanly out of Devlin's hand with adequate zip. He gets the ball quickly to his targets running skinny posts and bubble screens. However, he struggles to generate enough zip on the ball when asked to work the intermediate passing game. On sideline patterns the ball doesn't arrive on a line and often floats over the targets head. As I mentioned, Devlin didn't take enough shots down the field for me to feel comfortable about his long arm strength. At best, Devlin has an average arm with concerns about his ability consistently complete sideline throws.

But honestly, he stinks

The Cleveland Browns on Thursday signed quarterback Pat Devlin. General Manager Ray Farmer made the announcement.

In addition, the club waived offensive lineman Ryan Seymour.

Devlin is 6-foot-3, 220 pounds and officially in his third NFL season out of Delaware. Originally signed by Miami as an undrafted free agent in 2011, Devlin has spent time during the regular season with the Dolphins (2011-13) and Vikings (2014). He spent part of the 2015 offseason with the Bears. After transferring from Penn State, Devlin started 26 games for the Blue Hens and completed 506 of 776 passes for 5,696 yards with 37 touchdowns and 12 interceptions. A native of Downington, Pa., Devlin graduated from Downington East High School.

Seymour appeared in 11 games last season with three starts at center.

The Browns roster is currently at the maximum of 90 players.

the expectations are that he will snap the ball, hand it off to running backs, and throw slants and short outs against Chicago for a quarter or at whatever point Lewis gets hurt in preseason game 4. Other than that he will be seen on the sideline wearing shoulder pads and a baseball cap.

No surprise about Seymour. He hadn't distinguished himself, and Eric Olsen has looked better at Center than he had. Darrian Miller also had been singled out as doing really well in camp by the staff.

if we would have kept him through cuts and the first week we would have had to keep Seymour through Week 4 when his suspension was up IIRC

Just watched the Bills. All 3 of their qbs looked good.

What's crazy is they were reportedly interested in McCown. I'll take their odd man out......in a heartbeat.

All 4!

Man, between Manuel, Taylor, Simms, and Cassel, they went 30/33 for 395 yards and 3 TD. lol

I think that the Steelers are going to have a tough year on defense this year, especially early on. They have to learn a completely new defensive system, which is, as we know, always a huge challenge.They were flat out awful against the Bills. While there were some nice passes by the Bill's QBs ..... they were throwing to absolutely wide open receivers quite often.

The Steelers are starting Mike Mitchell and the great Shamarko Thomas at safety. Their defense is going to be bad. And that's before injuries occur.

I expect them to be good on defense until I see proof during the actual season that they're not.

I've seen so many times where they're predicted to stink and then they go deep in the playoffs if not to the Super Bowl.

You would think the bottom would fall out at some point, but I just haven't seen it yet with them.
