Doing some reading, SEA fans were pretty angry he was cut

"First down inside the 10. A score here will put us in the Super Bowl. Jeudy is far to the left as Njoku settles into the slot. Tillman is flanked out wide to the right. Judkins and Ford are split in the backfield as Flacco takes the snap ... Here we go."

I would say it appears that we passed on Carr for this guy:

Browns claimed WR Reggie Davis off waivers from the Falcons.
An UDFA out of Georgia, Davis caught eight preseason passes for 126 yards. He'll get a chance to carve out a role on special teams before perhaps getting some snaps on offense.

We could have claimed both Williams and Carr. It seems as if Williams was clearly the top Wr prospect cut and we got him. We took a second Wr but it wasn't Carr, it was Davis.
